What are the responsibilities and job description for the Human Resources Director position at Waypoint Maine?
The HR Director is responsible for all aspects of comprehensive human resource needs for Waypoint Maine, Inc. and oversees the operations of the HR and Training departments.
Responsibilities
- Directs all facets of comprehensive human resource management for the agency.
- Negotiates insurance / benefits bids presented by broker. Determines approved insurance carriers with Executive Director and CFO and coordinates plan presentations to agency employees and at orientation. Maintains administrative contacts with the governing boards of the various benefit programs as well as plan representatives to ensure the effective delivery of current information and prompt resolution of problems associated with the various programs.
- Responsible for accurate oversight and administration of all employee benefits (including the 403b, Workers Compensation, and Disability leave programs), for preparing and filing all benefit related reporting and facilitating any HR related audits.
- Administers the Equal Employment Opportunity (EEO) and Affirmative Action (AA) programs for the company. Serves as the designated EEO officer for the company.
- Directs all job classification and evaluation activities for the agency.
- Reviews salary levels and factor level assignments proposed by management or other staff, ensuring consistency within existing organizational patterns and industry standards.
- Responsible for ACA compliance, monthly monitoring and adherence to ACA rules, regulations, and reporting requirements.
- Facilitates complex employee relations issues, counsels employees, supervisors, and agency management. Responsible for agency formal grievance, investigations, and employee corrective processes. Ensures that all are appropriately documented.
- Review and approves disciplinary actions recommended by supervisors. Consults with agency’s legal counsel, CFO, and Executive Director to address issues that may involve complicated legal matters.
- Counsels employees and management on applicable agency rules and state and federal laws.
- Directs the physical maintenance of all personnel records and actions, ensures accurate and timely employee records management in all applicable systems (HRIS, Email, ADP, Syntrio, etc.).
- Directs the agency recruiting, selection and placement program.
- Represents the agency and provides testimony at administrative hearings regarding unemployment and worker’s compensation matters.
- Interprets company rules and regulations and departmental policies and procedures regarding personnel actions for management, employees, and applicants. Reviews, establishes, and updates employee handbook and benefits materials annually.
- Ensures that management maintains appropriate hiring practices. Ensures hiring supervisors are in conformance with legal requirements, particularly EEO guidelines and departmental policy.
- Oversees annual performance management process.
- Facilitates all department related reporting and OSHA reporting.
- Ensures agency’s training department creates, implements, and facilitates training programs that ensure employees are compliant with all applicable state and federal laws and as required by MaineCare where applicable.
- Oversees the monitoring and facilitation of accurate and complete adherence to training requirements, tracking, and recordkeeping for all employees.
- Other duties as assigned.
Education/Experience
- Bachelor’s Degree. Master’s preferred.
- 7 years of progressive Human Resources supervisory/management experience
- Excellent communication skills (both written and verbal)
- Demonstrated compliance with Maine Employment Law/Regulations

• Prolonged periods sitting at a desk and working on a computer.
• Must be able to lift up to 15 pounds at a time.
