JOB OVERVIEW:
As a member of the Library’s supervisory team, under the supervision of the branch manager, this Level II employee coordinates and directs the daily activities of circulation area employees and is responsible for the oversight of circulation workflow and assignment of tasks; conducts a variety of daily circulation and customer service transactions and maintains the circulation desk according to customer service and business standards. As a Level II, this employee demonstrates the personnel management skills to guide and lead a circulation team; the problem-solving and conflict-resolution skills to appropriately address situations and incidents in the absence of the branch manager and librarians; and the leadership skills necessary for facilitating team-building, support of organizational goals, and successful staff performance in all seven management areas.
ESSENTIAL FUNCTIONS:
Function effectively as a member of the branch management team, stepping up to take charge in the absence of a librarian or branch manager; consistently demonstrating the ability to resolve customer or staff problems appropriately in alignment with the library’s guiding principles; and providing coaching, feedback, and mentoring of team members to attain meaningful results; contribute to performance review process through the provision of input to division manager for quarterly updates and end of year reviews
Assume first-line managerial responsibility for a library building, employees, and operations in the absence of a branch and assistant branch manager
Train, supervise, and direct up to fifteen circulation employees in daily work activities, assigning tasks and maintaining team focus and productivity perform supervisory duties related to daily operations, employee performance, and activities in a branch environment
Provide daily leadership and guidance at circulation desk, supervising circulation transactions, resolving user account concerns in accordance with Board policy, and giving direction and information regarding the location and use of Library materials, services, and equipment
Update and maintain classified, private records and confidential information related to user accounts in accord with library policy and state law; enforce appropriate use and disposal when no longer needed
Train and navigate inventory control software, security infrastructure, and materials checkout/return system technology to perform essential functions and ensure collection inventory integrity
Coordinate circulation activity with daily building priorities, adjusting for program needs, employee absences, seasonal use trends, and other variables
Maintain business appearance and functions of circulation work area and service desk
Evaluate and process damaged materials and assess charges under the direction of the building manager
Work regularly at public service desk, providing reference, referral, and readers’ advisory services in person, over the telephone, and online; will be expected to work at other service points in the building as necessary for coverage and cross-training
Instruct the public in use of basic technology resources, such as printer, scanner, copier, and public computers
Implement procedures for the evaluation and maintenance of the adult fiction/nonfiction collections
Serve as a notary public, providing notarization services to the public in accordance with state laws and regulations
Evaluate and recommend procedures and policies with emphasis on inventory management
Actively promote Library resources, programs, and services during patron interactions
Preserve safety, appearance, and condition of Library facilities and property

SUPERVISORY RESPONSIBILITIES:
Train and assign workflow responsibilities, and evaluate and recommend personnel actions to promote a competent workforce made up of support employees for the achievement and delivery of superior library service
EDUCATION/EXPERIENCE:
Education: Bachelor’s degree from an accredited university in a business or related field, or an equivalent combination of education and experience that provides the required knowledge and abilities for the position
Experience: At least three years’ experience in a library/retail environment, with progressively responsible experience in circulation/inventory control operations and direct customer service
KNOWLEDGE, SKILLS, AND ABILITIES (KSA):
Excellent communication and customer service skills including the ability to negotiate payment of fines and fees
Demonstrated experience in assigning, coordinating, and providing constructive feedback on employee work to obtain established results
Demonstrated ability to resolve problems and handle emergencies or incidents
Substantial knowledge of inventory control procedures to the level of training others
Demonstrated experience in accounting for money to the level of training others
Substantial knowledge of structure and functions of inventory control procedures, with emphasis on patron account module
Ability to use and troubleshoot office machines, such as copiers, scanners, printers, and cash registers
Significant ability with standard software used in business applications such as Microsoft products, especially Word and Excel; and ability to internalize library industry standard software
Significant ability with current Web applications such as search engines, email interfaces, social media, and eBook and eAudio applications/commonly used devices
Strong organizational, planning, and project management skills, including the ability to perform multiple projects or tasks with frequent interruption
Ability to exhibit good judgment according to a formalist system of ethics and establish a cordial and effective working relationship with the public, colleagues, Board members, and County officials
Ability to resolve conflict and implement change
Ability to implement Library Board policies and administrative procedures
Understanding of the relationships and responsibilities of Library divisions and buildings
Understanding of Library mission and roles, and the general role of public libraries within a community

Availability for morning, afternoon, evening, weekend, and some holiday shifts

The employee must be able to remove library materials from shelves at a maximum height of six feet and push library carts weighing up to 175 pounds. Must be able to move about the work area, talk clearly with customers, and hear customer responses. Must have excellent close vision and good distance vision, peripheral vision, depth perception, and ability to adjust focus.

While performing the duties of this position, the employee regularly works indoors in a public service environment.
Employees must be able to work rotating shifts (seven days a week) and flexible hours (morning, afternoon, evening, and holiday hours) when the Library is open. All employees will work up to two evenings per week and will alternate weekend shifts with the other employees in their division. Employees will also work holiday hours of equal proportion to those of other employees in their division.
