JOB OVERVIEW:
Under broad guidance of the Weber County Commission and Weber County Community Development Department, performs administrative work planning, organizing, coordinating, and supervising the day-to-day operations of the Weber County Transfer Station. This position has the direct responsibility of assisting in the formation and implementation of policy and requires the ability to make independent decisions without direct supervision.
This is an administrative management position responsible for overseeing the operational functions of the County’s Transfer Station. Responsibilities include:
Development of short- and long-range operational plans.
Direct supervision of Transfer Station employees.
Management of services to municipal and private customers in accordance with county, state, and federal laws and regulations.
Coordination of contracted services to ensure efficient operation in the removal of solid waste including MSW (municipal solid waste), HHW (household hazardous waste), C&D (construction and demolition) and GW (green waste) processing.
ESSENTIAL FUNCTIONS:
Ensures the safe and efficient operation and maintenance of all buildings, grounds, roads, and equipment at the Transfer Station.
Coordinates solid waste disposal activities with public and commercial haulers.
Develops plans for personnel, equipment, and facility needs and makes recommendations to the Community Development Director and County Commission.
Prepares or assists in development of bids for equipment and facilities for the Transfer Station.
Provides training and develops strategic plans and performance objectives for Transfer Station supervisors.
Selects, trains, motivates, supervises, disciplines, and evaluates assigned personnel in accordance with County policies and applicable employment and EEO (equal employee opportunity) laws.
Develops and monitors the operating and capital budgets for the Transfer Station.
Reviews capital budget expenditure requests and monitors the progress and completion of capital projects. Ensures expenditures stay within budget limitations.
Ensures conformity to federal, state, and local laws and standards for collection, transportation, and disposal of solid waste.
Ensures operating permits for Weber County’s transfer station and construction/demolition landfill are current and in compliance with federal, state, and local laws and standards.
Maintains open and effective communications with county departments and other contracted service providers to coordinate operations.
Acts as liaison and coordinates activities with outside contractors and other external contacts.
Enforces and administers policies, safety programs, and security procedures within assigned areas of responsibility.
Reviews data and reports to ensure that scales and recording devices are operating properly.
Ensures scale data is reported accurately.
Ensures scale attendant schedules allow for sufficient coverage during operating hours.
Conducts regular meetings with Transfer Station supervisors.
Coordinates necessary repairs with county personnel or outside vendors.
Attends meetings as required with Commissioners, the Community Development Department and other elected officials to report and answer questions regarding the Transfer Station.
Other duties as assigned.

EDUCATION/EXPERIENCE:
Education and Experience: Graduation from a college or university with a Bachelor's Degree in Business or Public Administration, Engineering, Environmental Science and Management, or a closely related field.
And
Four (4) years of progressively responsible employment in a closely related field with responsibilities comparable to this position.
Or
Eight (8) years of progressively responsible employment in a closely related field with responsibilities comparable to this position, two (2) of which must have been in a supervisory capacity.
Or
Any equivalent combination of education and experience.
KNOWLEDGE, SKILLS, AND ABILITIES (KSA):
Knowledge of: Considerable knowledge of the standard methods, best practices, and equipment used for waste management. Considerable knowledge of the hazards and safety precautions common to related workplace practices and maintenance. Thorough knowledge of the practices and principles of effective management. Thorough knowledge of general budgeting and accounting practices. Working knowledge of County policies and procedures. Thorough knowledge of effective communication, supervisory, and management techniques. Knowledge of federal, state, and local rules and regulations governing solid waste handling and proper safety procedures for protection of employees, public, and the environment.
Skills and Abilities to: Skill in public relations, public speaking, and sound decision making in stressful situations. Ability to purchase equipment and materials necessary for operation and maintenance of the Transfer Station. Ability to effectively organize and schedule equipment and Transfer Station personnel. Ability to supervise and coordinate the work of others. Ability to communicate effectively both verbally and in writing. Ability to establish good working relations with employees and other agencies. Ability to establish good public relations with the general public. Ability to establish good working relations with advisory boards and groups. Ability to manage maintenance and repair of equipment and facilities. Ability to collect and analyze data pertaining to staffing, budget, productivity and other related areas. Ability to implement necessary changes.
YOUR SPECIAL QUALIFICATIONS
Must possess a valid Utah Driver’s License and a good driving record.
Must be able to perform all essential functions of the job.
