Purpose Statement:
The Director of Accounting will oversee all school district's accounting and financial reporting activities, ensuring compliance with state and federal laws, district policies, and best practices. This leadership role is responsible for providing accurate financial information, maintaining fiscal accountability, and supporting the district's mission by managing financial resources effectively and equitably.
The Director will supervise the accounting team, lead the preparation of financial reports, manage district audits, and contribute to the strategic financial planning of the district. This position is key in fostering transparency, accountability, and efficiency in the district’s financial operations.
Essential Functions:
- Oversee the district’s accounting functions, including accounts payable, accounts receivable, and general ledger management.
- Ensure compliance with Generally Accepted Accounting Principles (GAAP), Governmental Accounting Standards Board (GASB) regulations, and Utah state financial laws.
- Complete and submit the district’s Annual Financial Report (AFR) and Annual Program Report (APR) to the Utah State Board of Education (USBE).
- Prepare and publish the Annual Budget and the Annual Comprehensive Financial Report (ACFR) in compliance with state deadlines.
- Ensure the district’s financial practices comply with legal mandates, policies, and regulations related to educational accounting and fiscal record management.
- Monitor and ensure compliance with USBE rules regarding school fees.
- Collaborate with the Business Administrator to prepare, present, and monitor the district’s annual budget.
- Provide financial analysis and strategies to maximize district resources, support decision-making, and ensure long-term financial sustainability.
- Conduct financial research and analysis to support district initiatives and fiscal decisions.
- Lead the coordination of annual external audits and ensure timely responses to findings or recommendations.
- Maintain internal controls to safeguard district assets and ensure fiscal accountability.
- Ensure all financial reports meet state and federal requirements, including compliance with USBE financial reporting rules and regulations.
- Lead, supervise, and mentor the accounting team, fostering professional growth, accountability, and high performance.
- Provide training and support to district staff on financial policies, procedures, and systems.
- Work closely with district leadership to align financial practices with the district’s strategic priorities.
- Oversee implementing and managing computer-assisted accounting systems and other fiscal record management tools.
- Ensure timely, accurate, and transparent financial reporting for the district, including reports for internal and external stakeholders.
- Stay current on principles, methods, and practices of school district accounting, financial analysis, and auditing procedures.
- Collaborate with the payroll and benefits team to ensure accurate and timely transfer of funds and associated financial transactions.
- Provide oversight and guidance on accounting practices related to payroll disbursements, retirement contributions, and benefits funding.
- Support the reconciliation of payroll and benefits accounts, ensuring compliance with legal and regulatory requirements.
- Serve as a financial liaison to address questions or concerns related to payroll and benefits transactions.
- Utilize interpersonal skills such as tact, patience, and courtesy to collaborate effectively with diverse stakeholders.
- Demonstrate predictable and reliable attendance to meet critical deadlines and ensure smooth accounting department operations.
Job Requirements:
Education and Certification:
- Bachelor’s degree in Accounting, Finance, or a related field (Master’s degree preferred).
- A Certified Public Accountant (CPA) license is required.
Experience:
- Minimum of five (5) years of professional accounting experience, including at least three (3) years in a leadership or supervisory role.
- Experience in governmental or school district accounting preferred.
Skills and Knowledge:
- Strong understanding of GAAP, GASB standards, and Utah-specific financial regulations.
- Proficiency in financial software and Microsoft Office Suite, particularly Excel.
- Ability to analyze and interpret financial data, provide strategic recommendations, and solve complex problems.
