The Public Health Emergency Preparedness (PHEP) Grant Coordinator will plan, organize, and coordinate activities for Service Area 7 Public Health and EMS systems which includes Clay, Dickinson, Palo Alto, Buena Vista, Webster, Pocahontas, Humboldt, Sac, Calhoun, and Hamilton in Service Area 7. These activities include communication, education, and collaborative efforts to prepare for an all-hazard response to emergencies, infectious disease outbreaks, and other medical and health threats.
THE FOLLOWING ARE CONSIDERED ESSENTIAL JOB FUNCTIONS FOR THE POSITION OF Service Area 7 PHEP Grant Coordinator:
- Maintains currency in advancements in the public health and EMS field and accurately projects the impact of these changes on programs.
- Conducts grant/contract assessments and prepares reports necessary for program continuity and reporting. Monitors compliance with grant/contract requirements.
- Complete Public Health and EMS reimbursement requisitions and assure the requests meet state guidelines.
- Identifies problems and negotiates corrective action concerning programmatic issues.
- Ability to use tact and diplomacy with all sensitive issues and special situations.
- Ensure all work projects are on time, on budget, and meet all required deliverables and grant reporting.
- Provides technical assistance, consultation, and guidance to local agencies, health-related organizations, and institutions to develop, extend, and improve public health and EMS programs, systems, strategies, and services.
- Assists with the development and implementation of effective communication strategies to disseminate public health and information to health departments, and other entities as needed.
- Performs work related to the initiation, administration, and close-out of contracts, grants, or cooperative agreements.
- Coordinate training and education programs to enhance operational readiness and preparedness.
- Ability to research and analyze documents.
Schedule Pattern:
- Monday through Friday
- Dayshift with possibility of evenings/weekends related to grant requirements

Education, Certification, and/or License:
- High School Diploma or GED REQUIRED
- Valid Driver’s License
- Valid Auto Insurance
- NIMS 100,200.700 REQUIRED or obtained within 6 months of employment.
- Completion of E/L/K0146 Homeland Security Exercise and Evaluation Program
- Other certifications as deemed necessary by grant requirements.

- This position requires problem solving skills, critical thinking skills, and the ability to multi- task. Responsibilities, Expectations, and Standards:
- Responsible to coordinate activities for the Public Health and EMS systems in Emmet, Palo Alto, Clay, Dickinson, Buena Vista, Webster, Pocal1ontas, Humboldt, Sac, Calhoun, and Hamilton counties in Service Area 7.
- Responsible for coordinating the Service Area 7 PHEP Grant and maintaining compliance with the grant guidelines.
- Responsible to complete projects, reports, and tasks related to tl1e Service Area 7 Preparedness Grant.
- Provides consultation and technical assistance to local service area partners.
- Coordinates service area objectives and activities with local partners to assure IDPH contractual and federal grant star objectives are met.
- Provides planning assistance to local partners in the preparation and completion of grant work plans.
- Provides communication to service area partners regarding work plans and responsibilities.
- Assists with building service area partnerships through attendance at coalition meetings.
- Also, regular communication with general membership committee members. Assist with service area coordination and logistics of service area exercises and trainings.
- Assist In the development of Service Area 7 exercise scenarios, objectives, injects (and participate as Controller/Evaluator as requested)
- Assist service area partners to have access and respond to tests and alerts sent by the Iowa Health Alert Network (radio and website) and EmResource (bed capacity). Provide education to General Membership as needed.
- Collect data from service area partners for contractual reports and submit it to Iowa Department of Public Health (IDPH) as appropriate.
- Coordinate service area committee meetings, agendas, minutes, and logistics. Agendas (and previous meeting minutes) will be distributed one week prior to the meeting. Meeting minutes will be distributed and posted onto the Service Area 7 folder on the HAN and emailed to IDPH Point of Contact.
- Provide guidance and technical assistance (and training when requested) to hospitals on the National Incident Management System compliancy requirements
- Provide guidance and technical assistance on shared capacity systems, e.g. BeON tablet, Iowa Health Alert Network, Prepare Iowa, I-SERV and EmResource.
- Facilitate Service Area 7 meetings monthly. This will be completed as a collaborative effort by both grant coordinators for the service area.
- Attends grant coordinator meetings in Des Moines per IDPH contract.
- Collect hazard vulnerability assessment data for Service Area 7 and submit to IDPH per contract.
- Collect Empower data and SVI biannually and submit to IDPH per contract.
- Develop a training exercise planning workshop plan and submit to IDPH per contract.
- Submit a calendar of scheduled meetings to IDPH per contract.
- Participate and observe monthly radio checks on the first Wednesday of each month.
- Update contact information for environmental health, public health, hospital, and EMS partners quarterly in EmResource.
- Assist with fiscal agent duties and supporting documentation to meet contractual requirements.
- Perform other duties as determined by the Service Area 7 Executive Director.
- Maintain log of daily activities and submit completed worksheet weekly to supervisor.
- Applicants must live or be willing to relocate within Service Area 7.
- Provide notification to the Service Area 7 Executive Committee members via email of extended periods of absence (vacation etc.).
Must be adept at communicating with individuals of all ages. Performs other duties and tasks as requested by the department manager/supervisor. Ability to use all office equipment required for the position.

Working Environment:

THE FOLLOWING ITEMS ARE RECOMMENDED FOR A PERSON IN THE POSITION OF SERVICE AREA 7 PHEP Grant Coordinator:
- 2- or 4-year degree in biological sciences, public health administration, hospital administration, nursing, emergency medical services, business administration preferred, but not required.
- Previous experience in emergency medical services, hospital preparedness, public health emergency preparedness, environmental health and safety, infectious disease, or health education preferred, but not required.
- Experience with grants preferred, but not required.
