Entry-level Permit Technician position within the Building Department which is part of the Department of Planning Services and is essential to and charged with the daily administrative and data entry work associated with the permitting of residential, commercial, demolition and building projects of all types.

This position is the front facing, most visible employee of the Building Department and requires excellent customer service and communication skills with the public. The Permit Technician I provides intake and data entry services for all permit types and must be able to speak on the phone, use the computer and direct walk-in customers. Applicant shall present themselves in a professional and courteous manner and appearance at the service counter to greet and support all walk-in service requestors.

This is a front line position that does intake of all building permits that is needed to keep permits on track to get out and meet deadlines to our citizens.

Permit Tech I

Entry-level Permit Technician position within the Building Department which is part of the Department of Planning Services and is essential to and charged with the daily administrative and data entry work associated with the permitting of residential, commercial, demolition and building projects of all types.

Permit Tech II

Mid-level Permit Technician position within the Building Department which is part of the Department of Planning Services and is essential to administering and processing various building permit types, which requires strong customer service skills.

This position requires a permit technician certification to ensure a working knowledge of the International Code Council model codes and county codes, including zoning criteria. This position performs intake and review of building plans in accordance with department policies. The Permit Technician II shall perform administrative functions and communicate building permit information both internally and externally with customers and co-workers. Applicant shall present themselves in a professional and courteous manner and appearance at the service counter to greet and support all walk-in service requestors. Permit Technician II should be proficient in Microsoft Office applications, with proficiency in Accela permitting software.

Job Description
Permit Technician I:
Primary Duties - 70%:
  • Perform permit intake checking for proper application type, accuracy, and completeness, rejecting those applications that are incomplete, while advising the Applicant of all deficiencies.
  • Perform the administrative work necessary for the timely and consistent delivery of entering, calculating, and forwarding permit workflows to the next status.
  • Work and communicate (oral and written) at a highly effective level with other staff, outside agencies, contractors, architects, engineers, and the public.
  • Constantly evaluate written and math materials and procedures for typos, discrepancies, dated information, errors and omissions, making corrections and recommendations where improvement can be achieved.
  • Be a patient and excellent listener to fully understand the question(s) asked or issue(s) communicated to gather all pertinent and necessary information from all stakeholders.
  • Demonstrate a high level of office etiquette and customer service empathy with a supportive and helpful attitude.
  • Communicate to applicants permit schedules and plan review turnaround times.
  • Route to and communicate with all applicable and relevant County departments information necessary to facilitate required ancillary approvals to expedite building permit approval and issuance with real-time updating of the permit workflow.
  • Assess all project related fees and collect fee payments.
  • Assist Inspectors with scheduling any inspection requests.
  • Field inbound phone calls and emails requesting information or service.
  • Sort and deliver mail to department mailboxes.
  • Maintain, manage, and ensure an adequate supply of all permit forms and permit related forms at all times.
  • Make outbound phone calls and send email updating stakeholders in the change of statuses regarding building permit administration.
Secondary Duties - 20%:
  • Assist with assignments requiring independent and individual contribution, such as creating standard operating procedures for role.
  • Pull finals and prepare to send to Assessor’s office. This is done in January & July.
  • Perform administrative tasks as requested by coworkers and as directed by the Building Official.
  • Notify the Building Official of trending/repetitive negative feedback from coworkers, County departments and the public regarding building department policies and/or procedures so improvement measures can be considered in the interest of improved customer service.

Permit Technician II:
Primary Duties - 70%:
  • Communicate county code, department processes, and building codes to others.
  • Read project plans and communicate using construction and building code terminology.
  • Understand the building construction process from foundation excavation to roofing.
  • Perform permit intake checking for proper application type, accuracy, and completeness, rejecting those applications that are incomplete, while advising the Applicant of all deficiencies.
  • Review completeness of the permit, verify parcel info, zoning, flood plain, geo-hazard, MS4, legal lot and setbacks.
  • Assigns and verifies addresses on building permit applications and assign addresses to vacant land, pivots, and oil and gas.
  • Complete property research as required and requested.
  • Perform the administrative work necessary for the timely and consistent delivery of entering, calculating, and forwarding permit workflows to the next status.
  • Work and communicate (oral and written) at a highly effective level with other staff, outside agencies, contractors, architects, engineers, and the public.

Required Qualifications
Required Education
  • High School Diploma/GED
Experience Qualifications - Permit Technician I:
  • 1 year Permit Technician or
  • 2 years work experience in an office environment performing similar duties to those listed in the job description
  • Equivalent combination of education and experience
Experience Qualifications - Permit Technician II:
  • 3 years as a permit technician
Preferred Education
  • Associate's Degree Business or related field
Skills and Abilities - Permit Technician I:
  • Preferred Bilingual - Fluent in conversational Spanish. (Medium proficiency)
  • Knowledge of various building permit types. (Medium proficiency)
  • Requires customer service skills.
  • Attention to permit detail is required.

Licenses and Certifications
  • Driver License, Valid and in State of Colorado.
This position is non- exempt (Compensation to determine FLSA status) from the minimum wage and overtime requirements of the Fair Labor Standards Act.
