Job Description Summary
We are recruiting for a part-time (20 hours per week), Regional Fiscal Analyst.This is a grant-funded position with funding through May 2028. It is time-limited and contingent upon sufficient funding.
This position requires the ability to travel throughout an 11-County Region (Northeast All-Hazards Homeland Security Region) in your personal vehicle, with occasional overnight travel. Travel costs can be reimbursed, when approved, for travel as part of the Fiscal Analyst position. There is a regional budget for basic office supplies including a computer. This position will assist in the management and execution of the region's Homeland Security Grant Program in support of the region’s fiscal agent.

Job Description
This part-time position will assist Weld County with the management and execution of the region's Homeland Security Grant Program (HSGP).
Essential Job Functions:

Support the fiscal administration of the Northeast All-Hazards Region (NEAHR) Homeland Security Grant Program funding, including:
- Supporting all open homeland security grants, which run simultaneously, tracking grant and project statuses on a shared spreadsheet.

Coordination / facilitation of grant purchases, per Weld County purchasing processes.
- Assist local agencies in developing quote specifications and Requests for Proposals (RFP), as needed
- Assist local agencies in identifying vendors and obtaining quotes for approved equipment and project costs.
- Requisition of purchase orders and vendor payments in the procurement system.
- Ensures agency payments are invoiced, if required for project purchases or match.
- Verify delivery of purchased equipment and process Regional Equipment Release forms with recipient agencies, tracking regional grant equipment.
- Route contract documentation for review & approval through Weld County systems.
- Prepare quarterly Requests for Reimbursement (RFR) to DHSEM through EMGrants.
- Prepare DHSEM monitoring team information requests
- Support any required response to grant auditors, including DHSEM and FEMA.
- Attend quarterly NEAHR Steering Committee meetings, providing a fiscal update.
- Participate in the annual regional grant application review workshop
- Develop or update regional policies and fiscal procedures, based on Weld County guidance.
- Monitor the region's grant budgets against completed projects
- Manage physical and electronic record management, in compliance with retention requirements

Required Qualifications
Required Education:
- A bachelor's degree from an accredited college or university with major coursework in accounting, business administration or another related field or equivalent experience.
Preferred EXPERIENCE:
- Knowledge and understanding of principles, methods, and practices of federal grant management.
- 2 CRF200 grant requirement understanding.
- Government purchasing and procurement experience.
- Budget and accounting experience.
- Technology expertise including Microsoft Office Suite, OneDrive, Google docs, Adobe Pro.
Ability to:
- Process project purchases in a timely and efficient manner.
- Gather and analyze complex grant and fiscal data.
- Manage time, complete assignments, conduct follow ups and meet deadlines effectively.
- Communicate clearly and concisely, verbally and in writing.
- Establish and maintain effective working relationships across the County and Region.
Additional Information:
Travel costs will be reimbursed for any travel required as part of the Fiscal Analyst position. This position will require minimal travel throughout the 11-County Region in your personal vehicle.
This position offers flexible work arrangements, including the possibility of hybrid work.
