POSITION TITLE: Early Childhood Consultant

PROGRAM: Early Childhood Consultation Program in the

Home Based Treatment Services Department

GENERAL STATEMENT OF RESPONSIBILITIES:

The Early Childhood Consultant (ECC) provides consultation to (assigned) early childcare providers, educators, and families throughout the region. The ECC uses expertise in the promotion of positive early childhood mental health. Consultant provides comprehensive mental health services in such sites as a means of early intervention and prevention. Consultant works a flexible schedule, as based on client, family and funds or needs/expectations. This may include early morning and evenings hours.

SUPERVISION: Supervised by: Director Family Support Services

Supervises: No one

EXAMPLES OF RESPONSIBILITIES:

• Team with early childcare staff and families to identify and provide interventions for young children, birth to five, who may be at risk of suspension and/or expulsion from a childcare or early education program.
• Provide classroom observation for the purpose of screening and action plan implementation support, as needed.
• Collaborate weekly with center leadership team around planned activities, interventions and trainings needed.
• Act as a resource regarding early childhood development with emphasis on emotional and behavioral health and the importance of relationship between the child and parent/guardian.
• Ability to provide environmental assessments in the home, as well as in the childcare setting to support those identified children at risk, as identified as necessary.
• Provide coaching to early childcare providers in a manner that is culturally responsive to the child, family, and provider.
• Complete assessments and individualized plans to involve the early childcare provider, child, and family.
• Assist early childcare staff with appropriate referral information for identified children and families who may need more specialized services.
• Participate in training modules; regularly scheduled statewide meetings, and supervisory observations.
• Act as a liaison between family, early childcare provider, and other support agencies in the community.
  
  

Qualifications

• Must have an extensive knowledge and a demonstrated level of expertise in the field, in early childhood development, emotional and behavioral health, family systems, assessment skills, childhood development, attachment/separation issues, behaviors of new mothers, young mothers and fathers, substance abuse, domestic violence, verbal/physical/sexual abuse/neglect issues, mental illness, failure to thrive, low birth weight infants, and children with physical and developmental disabilities.
• Must be familiar with early childhood care and education systems and programs.
• The successful candidates must have the ability to maintain the utmost confidentiality. Must be capable of both working independently and as part of a team.
• A valid Connecticut driver’s license, personal transportation and the associated necessary insurance is required.
  
  

LICENSURE/CERTIFICATION/REGISTRATION:

• CT Licensure as a mental health provider (LCSW, LMFT, LPC)
• Associate Licensure (LMSW, LMFTA, LPCA) may be considered if applicant has significant early childhood experience
