Job Purpose:

Our next Treatment Foster Care Licensing Specialist - Level 5 will contribute to the

mission and vision of the Agency by assessing applicants for foster care licensure to ensure safe placement of TFC clients.

Qualifications:

  • Bachelor’s degree in social work or equivalent human services degree and a minimum of two (2) years of post-degree experience in a social work-related field required.
  • Master’s degree or higher in social work or related field preferred.
  • Experience working with children and families in social services/foster care.
  • preference given for treatment foster case management and licensing, family,
  • group and individual therapy, or crisis intervention experience.
  • Strong organization and writing skills required.
  • Demonstrates ability to achieve outcomes and work successfully with internal
  • and external stakeholders.
  • Demonstrates stability and personal attributes necessary to work with other
  • departments and staff.
  • Proficient in the usage of computer software; demonstrate an understanding of computer file systems and computer software packages, e.g., Microsoft Office, Excel, Outlook, Teams, ADP, etc.
  • Must be honest, dependable, and able to meet deadlines; Self-motivated and able to work independently.
  • Physical exam, drug screen, motor vehicle report, and background checks are required for this position.
  • A valid Wisconsin Driver’s License or occupational driver’s license, reliable transportation and insurance is required.

Duties:

Direct Services

Completes initial assessment of potential foster families. Primarily level 3-5 homes, utilizing a structured home study tool and process, with a focus on Level 5 shift-staffed treatment foster homes.

• Works with the Level 5 team to track foster home staff training and background checks as well as foster parent training and home policies. Contribute to the completion of Level 5 home applications.

• Interprets, applies, and enforces requirements of DCF Administrative Code 12, 54 and 56; Wisconsin State Statute Chapter 48; Indian Child Welfare Act, COA standards and Agency policies and accreditation standards.

• Documents all licensing decisions and reporting data on a regular basis for required contract reporting and strategic planning

Compliance within Program

Works closely with support staff and supervisors to complete accurate and comprehensive licensing process.

• Conducts a thorough first interview within 5 business days of assignment and maintains weekly contact with applicant during the assessment and licensing process.

• Performs regular licensing visits based on DCF 56 level of care requirements to ensure compliance with all applicable licensing standards, quality care and to assess the needs of the child and foster family.

Consultation

• Collaborates regularly with recruitment and resource staff and leadership to share experiences and perceived trends and data related to the changing needs of children in out-of-home care that will provide direction for recruitment activities.

• Seeks information from other team members regarding foster parent performance as it relates to participation in pre-service and on-going training and support applicant through this process.

Information and Assessments

Provides HLOC Placement Liaison, TFC Specialists, Supervisors and other Treatment Foster Care staff with information and clinical assessments of newly licensed foster parents.

• Participates in placement staffing and as needed, actively contributes to the matching and placement process of children into newly licensed homes.

Documentation

Documents all applicable licensing information and case notes into the Agency’s licensing

database CoBRIS within 72 hours.

Program Support

• Participates in program activities including foster parent support groups, appreciation events, and training as is required by Supervisor or other management staff.

• Assists in the re-licensing process as needed.

Agency Engagement

This will be measured by their active participation in committees and workgroups, and by their communication and practice within their daily work and in the community.

•Other duties as assigned, including serving in a coverage role for other department members.

•Participates in assigned meetings, events and learning as required.

  • Onsite / Hybrid work is available with reliable broadband connection.
  • Fast paced, flexible work schedule includes evenings and some weekends to accommodate program needs.
  • Moderate exposure to noise.
  • Subject to frequent interruptions with ability to manage multiple tasks simultaneously.
  • Demonstrates an understanding of the cultural differences among diverse groups and the need to adapt service provision to match these differences in respectful ways.
  • Public Service Loan Forgiveness (PSLF) - Wellpoint employees may be eligible for loan forgiveness under the Public Service Loan Forgiveness program.
  • Regular travel in personal vehicles is required with the ability to move intermittently throughout the workday.
