What are the responsibilities and job description for the Clinical Operations Administrator - Chambersburg Behavioral Health Outpatient Services - Days position at WellSpan Health Services?
Full time (80 hours biweekly)
Weekdays, daytime flexible hours between 8 am - 5:30 pm
General Summary
Manages all financial, clinical and operational aspects of a single outpatient behavioral health clinic. Responsible for ensuring all services and performance within the clinic are high quality, patient-focused, fiscally responsible and clinically sound.
- Coordinates and integrates outpatient services within WellSpan Philhaven, with other departments/service lines/entities, and with the System's primary functions. Participates in the selection of outside services, if needed.
- Continuously assesses and improves WellSpan Philhaven’s performance. Maintains appropriate quality control/assessment programs.
- In cooperation with WellSpan Philhaven leadership, manages all on-site activities in such a way that promotes the satisfaction and welfare of the patients visiting the clinic.
- Develops and implements program Performance Initiatives and outcomes to positively impact all aspects of operations. Assists in developing goals and objectives to meet the strategic/business objectives for areas of responsibility.
- Develops and prepares the annual budget for the clinic. Responsible for monitoring expenditures at the facility, looking for cost containment opportunities by promoting efficient utilization of staff and services. Performs financial analysis for budget variances.
- Works in partnership with lead physicians and clinicians to solve problems, resolve conflicts and enhance operations, quality and safety.
- Communicates operational issues to level of organization required to obtain timely and effective resolution.
- Demonstrates a commitment to patient, visitor and staff by: complying with all applicable safety regulations; learning the impact of medical errors and methodology that will lead to reduction of errors; reporting actual and potential errors, as well as hazardous conditions; identifying opportunities to standardize processes and "error proof" systems that will lead to increased safety; and participating in safety education programs and root cause analyses as required.
- Establishes service recovery protocols; trains and empowers staff to address patient concerns; assures all patient issues are appropriately addressed. Responds to complaints and grievances to ensure high quality of customer service.
- Ensures all providers maintain a high level of clinical productivity measured by target revenue goals.
- Provides orientation of new clinicians and physicians and facilitates their participation in programming and services.
- Carries out preparations for clinical audits and reviews, including those related to the Joint Commission and DHS.
- Develops, establishes and implements goals, objectives, and policies and procedures for WellSpan Philhaven’s outpatient operation, which guide and support the provision of the behavioral health services.
- Attends scheduled meetings related to administrative issues or organizational needs. Participates as a member of organizational committees or task groups as needed.
- Participates in targeted community outreach related to the development and/or ongoing functioning of new programs as needed.
- Facilitates the purchasing of supplies, pharmaceuticals and office goods by working collaboratively with materials management. Assists in selection of outside services; resolves issues related to services provided by outside vendors.
- Provides and/or coordinates the provision of new services including group, individual, and family therapy as well as needed case management per Best Practices standards.

Minimum Education:
- Associate's degree Required
- Bachelor's Degree Preferred
Work Experience:
- 3 years Management or leadership experience required
Knowledge, Skills, and Abilities:
- Excellent human relations and oral/written communications skills.
- demonstrated experience in budget preparation, finance control, and employee supervision.
- Analytical ability necessary to manage several tasks simultaneously in a fast-paced mental health environment.
