SUMMARY: The Chief Operating Officer (COO) assists the Agency Chief Executive Officer in the implementation of programs and goals of the Agency and monitors financial health of the Agency in collaboration with Executive Leadership. This position is responsible to act as a confidential representative of the Agency.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
- Evaluate proposed state and federal policy as it impacts participants and operations and advocate on behalf of the Agency’s position.
- Maintain knowledge of Older American Act and MiChoice Waiver funding and associated standards and requirements.
- Support health system and other contract management.
- Responsible for operation of MiChoice Waiver program, including ensuring effective communication related to the program.
- Develop and implement internal systems for person-centered planning, self -determination.
- Build and cultivate relationships with new and existing partners with an emphasis towards financial sustainability.
- Represent the Agency at state level administrative tribunals as needed.
- Support Agency development through community engagement as directed.
- Work with Executive Leadership to manage capacity, utilization management and sustainability.
- Oversight and management of Safe Haven program.
- In conjunction with Executive Leadership to explore new opportunities for expansion of services and funding.
- Participate in Agency Management Team on all phases of agency operation, including interviewing and hiring new staff as required.
- Ensure sufficient training and mentoring of staff to afford maximum self-sufficiency.
- Operationalize grants as assigned by the Chief Executive Officer.
- Responsible for strategic plan in collaboration with Executive Leadership.
- Direct and manage new and existing projects as assigned by Chief Executive Officer.
- Act as back up for the Chief Executive Officer and Community Services Officer as needed.
- Other duties as assigned by the Chief Executive Officer and consistent with the employee’s skill level.
Supervisory Responsibilities: Waiver Manager, Elder Abuse Victims Specialist Program Manager. Supervise other staff as directed by Chief Executive Officer. Carries out supervisory responsibilities in accordance with the organization’s policies and applicable laws.

Education and/or Experience:
- Bachelor’s degree in Science and Health Care Management, Human Services, Business or related field. Master’s Degree Preferred.
- Minimum three (3) years experience in gerontology field.
- Demonstrated skills and ability to speak with large groups.
- Experience managing third party payer relationships preferred.
- Experience managing relationships in the healthcare sector preferred.
- Strong computer fundamentals including proficiency with Microsoft Office products.
Language Skills: Possess the ability to read, analyze and interpret common technical journals, financial reports and legal documents. Possess the ability to respond to common inquiries or complaints from end users, regulatory agencies, or members of the business community.
Mathematical Skills: Possess the ability to work with mathematical concepts such as probability and statistical inference. Possess the ability to apply concepts such as fractions, percentages, ratios and proportions to practical situations.
Reasoning Ability: Possess the ability to define problems, collect data, establish facts and draw valid conclusions.
