Summary
The Liquidity and Funding Manager will oversee the Bank’s liquidity related activities and team members, including balance sheet liquidity, funding, and pledging strategies. The position will provide in-depth analysis of key financial metrics and work closely with management to offer valuable insight into the bank’s balance sheet and risk position. This role requires working closely with members of the Profitability, Operations, Accounting, and Enterprise Data & Analytics teams and other business partners throughout the bank to support company-wide initiatives and strategies.
Essential Duties and Responsibilities include the following. Other duties may be assigned with or without prior notice.
Assists in the development, implementation, and maintenance of the bank's Liquidity and Funding Policy, Standards, Mandates, and Contingency Funding Plan, including associated stress scenario descriptions and assumptions.
Maintains comprehensive documentation of business processes, liquidity risk management procedures, and governance frameworks, ensuring alignment with internal policies and external regulations.
Develops and manages the measurement of liquidity metrics and reporting for ALCO, the Board, and regulators, including metrics required by the Contingency Funding Plan and other regulatory frameworks.
Takes ownership of the liquidity stress testing process, including scenario design, methodology, and response documentation. Lead efforts around both quantitative and qualitative components of stress testing and the Contingency Funding Plan.
Analyzes and manages daily liquidity positions, monthly liquidity ratios, and stress testing results. Provide actionable insights on managing liquidity risk while balancing the bank’s commercial needs.
Contributes to the development of the bank’s wholesale funding strategy, including considerations of liquidity risk, interest rate risk, and balance sheet management needs.
Optimizes liquidity sources and diversify funding lines to reduce overall liquidity risk.
Manages the use of assets as collateral to maximize liquidity funding lines. Oversee wholesale funding programs, execute trades, and engage with external liquidity providers.
Maintains an understanding of the current regulatory environment, support the bank’s adaptation to new regulatory requirements, and contribute to developing future business processes to ensure compliance with evolving standards such as LCR and NSFR.
Responds to regulatory requests and ensure adherence to relevant regulatory requirements in liquidity risk management.
Works with internal stakeholders to optimize liquidity positions and ensure that funding strategies align with regulatory and operational requirements.
Supports the preparation of ALCO packages and interest rate risk reporting.
Supervisory Responsibilities
Carries out supervisory responsibilities in accordance with the organization’s policies and applicable laws.
Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
Technical Skills
Strong MS Excel skills (advanced formulas, pivot tables, charting, etc.) and working knowledge of SQL.
Knowledge of asset liability management modeling software, such as FIS BancWare is preferred.
Strong analytical skills with demonstrated ability to transform data into an understandable, concise, and visual presentation.
Other Skills And Abilities
Excellent communication and interpersonal skills, with the ability to effectively engage and influence stakeholders at all levels of the organization
Experience interacting with and explaining Bank processes to Regulators, Auditors, and Model Validators.
Ability to present complex subjects to senior management and ALCO.
Familiarity with balance sheet management and how the market or interest rates affect the balance sheet, net interest income, liquidity ratios, and capital.

The wage range for the Liquidity and Funding Manager position is between $100,000 - $115,000 annually. The position includes 22 Days of PTO (Paid Time Off), 5 days of STD (Short Term Disability), 11 annual paid holidays, and 1 floating holiday.

Bachelor’s degree in finance, economics, accounting, or quantitative discipline required.
