Budget Analyst Lead
ROLE
We need a Budget Analyst Lead for the Department of Homeland Security, Immigration and Customs Enforcement (ICE), Office of Asset and Facilities Management. ICE’s Facilities Management Division (FMD) oversees a vast national portfolio and provides enterprise services such as budgeting, leasing, and project management. Constrained budgets and mission expansion force staff into multiple roles, limiting process improvements, training, and timely project delivery. Still, FMD’s DHS-leading initiatives have yielded a clean real property audit and a top-tier facilities management team. Your role as a budget analyst lead is to perform comprehensive financial and project management by conducting budget analysis, preparing and routing funding documents, developing RWAs, managing approvals and obligations, and supporting audit readiness through process improvements and MAPs. RESPONSIBILITIES
Provide oversight of budget analysts’ work products and reporting.
Supervise preparation and routing of funding documents for government approval and submission.
Supervise the development and processing of RWAs through ICE Program Centralized Funding or ICE Owned Portfolio construction budgets.
Supervise the development of project approval packages and other necessary documents; secure approvals, track financial packages, and notify ICE Project Managers of status.
Supervise the preparation of obligation documents; track and coordinate financial obligations.
Supervise the verification and validation of specific payables.
REQUIRED SKILLS/EXPERIENCE
Five (5) years of experience managing financial obligations and commitments concerning programs/projects like the areas identified for this role, real property financial management in the federal government.
Seven (7) years of supervisory experience.
Experience in assisting government agencies in the subject area of audits.
Familiarity with budget and finance function related to real property management in the federal government.
Expertise in business process improvement related to infrastructure and construction within the federal government.
REQUIRED EDUCATION / CERTIFICATIONS
Possess a degree from an accredited university in the field of either Engineering or architecture.
Possess a current Project Management Professional (PMP) certification, certified by the Project Management Institute (PMI) or equivalent institution; or Professional Engineer (PE) license or Architectural Registration (license).

Full time = 40 hours a week, 8 hours a day.
Shall be available between the hours of 0800 and 1700.
May be required to be on site during weekends and after hours in the case of a related project emergency.
