RESPONSIBILITIES
- Consult on recruitment actions, including position details, special considerations, and job analysis.
- Manage internal and external recruitments, utilizing methods like Delegated Examining and Merit Promotion.
- Prepare vacancy announcements using USA Staffing and USAJobs
- Use USA Staffing and USAJobs to complete required job analysis and extendi offers.
- Provide advisory services to managers for solving personnel management issues.
- Apply knowledge of prohibited personnel practices.
- Conduct position analysis to determine organizational needs.
- Adjudicate Veteran’s Preference with strong expertise.
- Rate and rank applicants under Delegated Examining, using Category Rating Procedures.
- Evaluate qualifications and eligibility for positions.
- Determine recruitment strategies, using multiple sources to find candidates.
- Post job vacancy announcements using USA Staffing.
- Issue certificates of eligible candidates using USA Staffing.
- Develop Merit Placement Plans, ensuring compliance with federal laws and policies.
- Ensure a reasonable number of well-qualified candidates are available for selection.
- Conduct internal and external recruitment actions like appointments, promotions, and reassignments.
- Guide supervisors in developing ranking criteria.
- Oversee recruitment processes, ensuring completion of job analysis and candidate certifications.
- Ensure all selection documentation is accurately recorded and collected.
- Attend staff meetings and business unit training sessions.
- Complete mandatory agency training sessions.
REQUIRED SKILLS/EXPERIENCE
- Experience with personnel systems used in GPO including:
- USA Staffing
- EOPF
- NFC
- EMpowHR
- GRB
- Must have experience with various recruitment strategies including:
- Preparing vacancy announcements
- Job Analysis
- Crediting Plans
- Evaluating qualifications and issuing certificates
- Experience with Microsoft Suite including Word, Excel, Power Point, Sharepoint, Outlook and Teams
REQUIRED EDUCATION / CERTIFICATIONS
- Bachelor’s degree and a minimum of two (2) years relevant full-time experience within the last five (5) years.
- Equivalent combination of education / experience can be substituted.
- Must be Delegated Examining (DEU) certified or have been certified in the last 3 years.
- Must provide copy of DEU certification.
