ROLE
We need a Sr. Financial Operations Specialist for the Office of the Under Secretary for Defense (OUSD) Personnel and Readiness’s (P&R) MATOC. The OUSD P&R is responsible for overseeing personnel and readiness policies and programs within the Department of Defense. Its mission is to ensure the readiness, effectiveness, and well-being of military and civilian personnel across the department. The MATOC, named the Personnel and Readiness Infrastructure Support Management (PRISM), will provide the OUSD’s Directorates and Strategic Mission Partners (Strategic Partners) with innovative and cost-effective services that incorporate industry best practices to meet the demands associated with a dynamic global threat and security environment. Your role as a Sr. Financial Operations Specialist for the OUSD will be to manage financial operations and transactions, ensure compliance with financial regulations and policies, and provide financial analysis and reporting support. RESPONSIBILITIES
Manage financial operations and transactions within the OUSD P&R MATOC
Ensure compliance with financial regulations, policies, and procedures
Conduct financial analysis to support decision-making and strategic planning
Prepare and present financial reports to stakeholders and leadership
Collaborate with internal teams and external partners on financial matters
Monitor budgetary allocations and expenditures to optimize resource utilization
Identify areas for process improvement and implement efficiency measures
Provide guidance and support to staff on financial matters and procedures
Maintain accurate financial records and documentation for audit purposes
Stay updated on relevant financial regulations, trends, and best practices
Support the mission to ensure personnel readiness and well-being through effective financial management
Adapt financial strategies to address changing global threats and challenges
Serve as a point of contact for financial inquiries and issues within the organization
Participate in meetings and discussions to provide financial insights and recommendations
Collaborate with stakeholders to develop and implement financial policies and initiatives
REQUIRED SKILLS/EXPERIENCE
8 years as a Sr. Financial Operations Specialist in at least 1 P&R functional areas: Front Office, Readiness, Chief Talent Management Office (CTMO), Manpower & Reserve Affairs (M&RA), Defense Health Agency (DHA), Office of Force Resiliency (OFR), and Functional Financial Management Support (FFMS)
Execute individual contracts, task orders, BPA Calls or Purchase Orders that fall under the P&R functional areas
Capable of working independently
Strong written and oral communication skills in the English language
Capable of directing contractor personnel and interfacing with the Government and customers
Exceptional customer service skills
Strong time-management and prioritization skills
Ability to communicate applicable technical subject matter expertise to management and others
REQUIRED EDUCATION / CERTIFICATIONS
Bachelor’s degree in relevant field (Business, Accounting, etc.)
