We are currently seeking a highly motivated and experienced HSE Manager (Health, Safety, and Environmental Manager) to oversee and advance our corporate HSE program across both entities.
About the Role:
The HSE Manager will lead the development, implementation, and continuous improvement of a company-wide Health, Safety, and Environmental strategy. This role is responsible for ensuring that all HSE policies, practices, and regulatory requirements are upheld across pipeline, facility construction, and heavy haul operations. Based at our corporate headquarters in Shelocta, PA, this position will require regular travel across PA, OH, and WV to support field operations.
Key Responsibilities:
- Develop, implement, and manage a comprehensive Health, Safety, and Environmental program tailored to both pipeline/facility construction and heavy haul/transport operations.
- Ensure compliance with applicable HSE regulations, including OSHA, DOT, FMCSA, EPA, and state/local requirements.
- Conduct routine site inspections, environmental impact assessments, risk evaluations, and job hazard analyses.
- Lead incident investigations and environmental spill response; identify root causes and implement corrective/preventive measures.
- Coordinate and deliver safety and environmental training programs, including new hire onboarding, toolbox talks, and refresher courses.
- Partner with operations, project management, and executive leadership to integrate HSE objectives into business strategy.
- Maintain and manage all required HSE documentation, reports, and compliance records.
- Track and analyze HSE performance data; report key metrics and trends to leadership.
- Drive a proactive, accountability-based safety culture that empowers all employees to participate in hazard recognition and prevention.
- Monitor environmental compliance related to fuel handling, emissions, stormwater, and waste disposal on job sites.
- Serve as the primary point of contact for regulatory agency interactions, inspections, and audits.
- Provide HSE guidance during pre-job planning, project kickoff meetings, and project closeout evaluations.
Qualifications:
- Minimum of 5 years’ experience in an HSE leadership role in construction, oil & gas, transportation, or heavy industrial sectors.
- In-depth knowledge of OSHA, DOT, FMCSA, EPA, and applicable HSE regulatory frameworks.
- Bachelor’s degree in Occupational Safety, Environmental Science, Industrial Hygiene, or related field preferred; equivalent experience considered.
- Professional certifications such as CHST, CSP, CIH, or REM are strongly preferred.
- Demonstrated experience managing both field safety and environmental compliance programs.
- Strong leadership, communication, and organizational skills.
- Familiarity with driver safety programs, fleet management, rigging, and lifting operations.
- Willingness and ability to travel frequently to job sites in PA, OH, and WV.
