JOB SUMMARY
The Director of Facilities is responsible for overseeing the agency’s physical facilities, ensuring the safety, compliance, and maintenance of all physical buildings, grounds, and infrastructure. The Director will manage a department of two facilities managers and will also supervise handy-persons, consultants, architects, engineers, contractors, and vendors to maintain the highest standards of facility operation, compliance, and safety.
JOB DUTIES & RESPONSIBILITIES
Responsibilities include but are not limited to:
- Manage Facilities Team to ensure effective and efficient facilities operation and compliance with city, state and federal regulations. Supervise department staff to ensure effective operations across multiple sites.
- Implement preventive maintenance practices and capital improvements to ensure long term health of building systems.
- Manage electronic work order system to ensure timely response to maintenance requests and facility needs.
- Build broad list of vendors and continuously monitor vendor quality. Develop and monitor bidding processes to comply with WSFSSH procurement policies.
- Oversee the following areas:
Capital Improvement Projects: Monitor projects, to ensure they meet budgets, timelines, and quality standards including conversions to electric systems and major building replacements. Approve bidding process on projects including RFP’s.
Fire and Flood Recovery: Lead recovery efforts, managing insurance proceeds and coordinating repairs.
Common Area Maintenance: Supervise projects, such as painting and floor replacement.
- Manage Safety and Compliance Programs
Fire Safety: Ensure compliance with regulations, including regular inspections, drills, and training for staff.
Inspections and Compliance: Coordinate and conduct regular facility inspections, adhering to local laws and regulations.
Violation Management: Track and manage facility-related violations, ensuring all issues are resolved in a timely manner.
REAC Inspection Preparation: Prepare for and manage REAC (Real Estate Assessment Center) inspections to ensure facilities meet required standards.
Annual Site Inspections: Conduct and document inspections to ensure ongoing safety, cleanliness, and operational efficiency.
- Negotiate, manage, and ensure compliance with annual service contracts for maintenance, repairs, and facility services such as elevators, HVAC, etc.
- Develop and maintain 10-year capital needs projections, assessing future infrastructure requirements and budgets.
- Take a leadership role in adapting and complying with new and changing regulations. For example, implementation of a composting program, promoting sustainability efforts.
- Respond to emergencies related to building infrastructure, and ensure proper coverage and remediation.
- Provide input and oversight on training programs for maintenance staff, to ensure continuous skill development. Ensure that certifications for staff members are up to date to meet industry standards and compliance.
- Collaborate with the Risk Compliance Manager to ensure vendors meet all insurance and compliance requirements before contracts and proposals are signed and before work begins.
- Collaborate with the Purchase Manager to ensure compliance with the WSFSSH procurement policy.
REQUIRED KNOWLEDGE SKILLS & ABILITIES
- Demonstrated project management, organizational, and budgeting skills.
- Strong understanding of fire safety regulations, emergency response protocols, and safety compliance.
- Proven ability to manage and prioritize multiple projects and tasks.
- Knowledge of energy efficiency and sustainability practices.
- Proficiency with digital tools and platforms used in facility operations, procurement, and compliance tracking.
- Strong leadership and team management skills.
- Proven ability to collaborate and build relationships with internal and external colleagues
- Excellent communication and interpersonal skills.
- Experience with electronic work order systems.
- Experience with Microsoft Excel, Word, Outlook, Teams.
- Bilingual Spanish a plus.
REQUIRED EDUCATION, EXPERIENCE AND CREDENTIALS
- 4-year degree from an accredited college, university or technical school in Facilities Management or related field or equivalent experience.
- OSHA 30-hour certification.
- A minimum of 10 years of experience in facilities management, with at least 5 years in a leadership or supervisory role in facilities management.
- Experience in residential facilities management in New York City including strong knowledge of federal, state and local laws and building codes.
- Experience overseeing construction and repairs, including but not limited to HVAC, plumbing, electrical, mechanical, façade, roof, apartment turnover and systems upgrades.
PHYSICAL REQUIREMENTS
- This role may have physical demands including, but not limited to, lifting, bending, pushing, pulling and/or extended walking and standing. This role may also require uniforms and/or usage of Personal Protective Equipment (PPE).
- Must be able to lift 25 lbs.
- Must be able to stand for extended periods of time.
