Job Description Summary:
JOB SUMMARY/SCOPE OF RESPONSIBILITYThe Network and Telecommunication Director is responsible for the strategic planning, implementation, maintenance, and security of all network and telecommunications systems across the healthcare organization, which includes switching, routing, wireless firewalls, phone systems, mobile support, paging and monitoring, as well as ensuring that all systems are designed, implemented, and maintained to meet the demands of a healthcare environment. , particularly during mergers and acquisitions, and optimizes cloud services to support the organization’s long-term goals. This leader ensures high levels of system availability, reliability, and performance in support of patient care, clinical operations, and administrative functions. The Director will collaborate closely with clinical, administrative, and IT teams to align infrastructure with the organization’s mission and regulatory requirements. This includes the development of requests for proposals and involvement in pre-contract negotiation of information systems. The Director conducts employee evaluations and is responsible for developing the Network Engineering group to design, implement, and support the IT infrastructure for the organization.
KEY RESPONSIBILITIES
Strategic Leadership
- Develop and execute a comprehensive network and telecommunications strategy that supports the healthcare organization’s goals.
- Research emerging technologies, assess their relevance, and recommend innovative solutions to enhance network performance and security.
Network & Telecommunications Management
- Oversee the design, implementation, and maintenance of LAN/WAN, wireless networks, and telecommunication systems.
- Ensure resilient and redundant network architectures to achieve high availability and minimize system downtime.
- Manage Voice over Internet Protocol (VoIP) systems, call center solutions, and mobile devices used within the organization.
- Demonstrates expertise in project management, including using tools, planning and scheduling tasks based on project timeline, establishing tasks and appropriate dependence to set timeline, and achieving desired target dates.
- Develops and implements IS applications using project management. Completes project phases, including analysis, design of tables and files, report formats and matrices, testing, user training, documentation, implementation, and follow-up.
Security & Compliance
- Collaborate with information security teams to establish and enforce network security policies, including firewalls, intrusion detection systems, and access controls.
- Ensure compliance with relevant healthcare regulations and standards (e.g., HIPAA, HITECH) related to data protection, privacy, and confidentiality.
- Conduct regular audits and risk assessments to identify vulnerabilities and implement corrective actions.
Operational Excellence
- Develop metrics and dashboards to monitor network health, performance, and capacity planning.
- Lead troubleshooting initiatives for network-related issues, ensuring timely resolution to minimize impact on clinical and administrative operations.
- Develop and maintain disaster recovery and business continuity plans for network and telecommunication services.
Team Management & Development
- Supervise and mentor a team of network engineers, telecom specialists, and support staff.
- Set performance goals, conduct performance evaluations, and provide professional development opportunities.
- Promote a collaborative culture focused on excellence, continuous improvement, and knowledge sharing.
- Contribute to a positive team environment.
Vendor & Budget Management
- Manage relationships with vendors and service providers, negotiating contracts and service-level agreements.
- Oversee budgeting, forecasting, and cost optimization for all network and telecommunications initiatives.
- Ensure all hardware and software procurements align with organizational standards and strategic goals.
Collaboration & Stakeholder Engagement
- Collaborate with clinical and administrative stakeholders to understand requirements and design solutions that enhance patient care and operational efficiency.
- Communicate technical information effectively to non-technical stakeholders, including senior leadership and regulatory bodies.
- Provides leadership in hardware selection and evaluation process in coordination with functional departments (areas). Develop requests for proposals and be involved in pre-contract negotiation of information systems.
- Ability to give formal presentations at all levels.

EDUCATION:
- Bachelor’s degree required
- Master’s degree preferred.
EXPERIENCE:
- A trained professional with knowledge of IT Systems with at least 7-10 years of experience in a leadership position.
- Proven ability to manage multiple projects.
- Experienced in coordinating efforts across an organization.
- Experienced in developing and managing Capital and Operational Budgets, as well as the ability to manage and support multiple contracts.
- Experienced in using “Project Management” tools and the ability to present the information precisely and clearly to the end users, team members, management, and vendors alike.
KNOWLEDGE, SKILLS AND ABILITIES:
- This position requires the ability to read, see, and hear to collect, comprehend, interpret, and retain information that can be applied to work procedures.
- Completion of an internship/apprenticeship in cybersecurity is a plus

PHYSICAL REQUIREMENTS:
- See, hear, and read to normal range with corrections.
- Perform tasks that may involve sitting, standing, and/or walking for extensive periods of the day.
- Manual dexterity is required to a significant degree when using a computer, calculator, and writing.
- Ambulate daily from work area to work area within the medical center, around the medical center’s campus, and external client facilities, usually accompanied by carried objects such as files, notepads, writing utensils, etc.
- Work under varying amounts of stress and/or irregular hours.
- Ability to lift and/or move up to 25 – 70 lbs.

ENVIRONMENTAL CONDITIONS:

- Because of the position’s job functions, the working area may be anywhere in the medical center, corporate campus, or external client facility. Therefore, the incumbent may be exposed to changing internal environment conditions and/or other occupational hazards (infectious material, etc) periodically for short periods.
