 An Engineering Technician in West Valley City is responsible for ensuring that construction projects within the city's public right-of-way comply with established engineering standards and regulations. This role involves inspecting and monitoring various infrastructure projects, including private developments and city capital improvement projects. 


 Starting Pay Rates:

Engineer Tech I: $25.31

Engineer Tech II: $26.33

Engineer Tech III: $27.38

Engineer Tech IV: $28.47

Engineer Tech V: $30.80

Pay Range: $25.31 - $42.35 depending on additional education and/or experience

FLSA Status: Non-exempt

Schedule: 4 x 10-hour shifts, Monday - Thursday

 This summary outlines the job requirements and responsibilities for each Engineer Tech level. Full job descriptions are available upon request and will be provided with an offer of employment. Candidates will be considered for the highest level they qualify for. 


ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Execute assigned tasks in a safe manner, able to identify and report potential safety hazards.
  • Make accurate records of activities in the Engineering Division, including daily diary reports.
  • Operates city equipment and vehicles in a safe and professional manner.
  • Ability to discern/resolve problems with residents and others on construction projects in a timely manner.
  • Inventories and surveys public works projects and infrastructure.

In addition, Engineer Tech II will:

  • Performs construction field tests on soils, concrete, and asphalt.
  • Understand and apply city codes and Engineering Division Construction Standards.
  • Accurate and timely records of material testing in project management software.

In addition, Engineer Tech III will:

  • Assists in the management of city construction projects. 
  • Quarterly SWPPP Inspections - Construction Period.
  • Enforces city code and Engineering Division construction standards, including the issuance of Stop Work Orders and citations.
  • Long Term/Outfall Stormwater Inspections.

In addition, Engineer Tech IV will:

  • May oversee the accurate inventory and documentation of other Engineer Technicians.

In addition, Engineer Tech V will:

  • May be responsible for the occasional issuance of an excavation permit.
  • Assumes primary management role on city construction projects.
  • Assists in the construction design review process.

 

Requirements

 KNOWLEDGE, SKILLS, AND ABILITIES

  • Understand basic principles, theories and practices of engineering and construction.
  • The ability to gather and compile information and write concise reports.
  • Understand and apply principles and methods of conflict resolution.
  • Understanding of the purpose and use of policies and procedures.
  • Ability to speak clearly, concisely, and effectively, and to listen to and understand the ideas of others.
  • Ability to use various software programs related to job duties.
  • Ability to use construction management software for daily diary comments, item quantities, submittal review, and item payments.
  • Understanding of construction material properties and principles for proper placement.
  • Ability to read and interpret construction plans and specifications.
  • Ability to measure and track accurate material placement quantities on a construction project.
  • Ability to enforce specifications on a construction project.
  • Interpret and enforce minimum sampling and testing requirements.
  • Ability to operate spreadsheet and word processing software in the workflow of the division.

 TRAINING/CERTIFICATIONS

  • Engineer Tech I – N/A
  • Engineer Tech II will have or obtain within 12 months of employment:

                   * UDOT Environmental Control Supervisor

                   * UDOT Inspector Training Level 1

                   * UDOT ADA Pedestrian Ramp Training

  • In addition, Engineer Tech III will have or obtain within 12 months of employment:

                   * Assists in the management of city construction projects.

                   * ACI Concrete Testing Field Technician

                   * OSHA 10

                   * Registered Stormwater Inspector

                   * UDOT Inspector Training Level 2

  • In addition, Engineer Tech IV will have or obtain within 12 months of employment:

                   * UDOT Inspector Training Level 3

                   * ATSSA Traffic Control

  • In addition, Engineer Tech V will have or obtain within 12 months of employment:

                   * APWA Certified Public Infrastructure Inspector (CPII)

 

PERSONAL SKILLS

  • Ability to establish and maintain effective work relationships with supervisors, fellow employees, and the general public
  • Must be able to react to change productively and manage other tasks as assigned.
  • Ability to receive feedback on performance with a positive attitude, and willingness to suggest ideas to supervisor to improve procedures.
  • Willingness to discern/resolve problems with residents and others on construction projects.
  • Must be able to manage stressful situations and maintain a calm demeanor.

MINIMUM QUALIFICATIONS· 

  • Graduation from a standard senior high school or equivalent.
  • Current Utah Driver’s License.

In addition, Engineer Tech II will have or obtain within 12 months of employment:

  • One year of experience in construction or engineering activities OR an associate degree in a construction or engineering related field.
  • Possession of an accredited GIS Professional Certificate may be substituted for required experience.
  • Possession of a Professional Land Surveyor license may be substituted for required experience.

In addition, Engineer Tech III will have or obtain within 12 months of employment:

  • Two years’ experience in construction or engineering activities OR an associate degree in a construction or engineering field.
  • Possession of an accredited GIS Professional Certificate may be substituted for one year of required experience.
  • Possession of a Professional Land Surveyor license may be substituted for required experience.

In addition, Engineer Tech IV will have or obtain within 12 months of employment:

  • Three years of experience in construction or engineering activities.
  • Possession of an accredited GIS Professional Certificate may be substituted for one year of required experience.
  • An associate degree in civil engineering, surveying, construction management, GIS or department approved equivalent may be substituted for two years of experience.
  • Possession of a Professional Land Surveyor license may be substituted for required experience.

In addition, Engineer Tech V will have or obtain within 12 months of employment:

  • Five years of experience in construction or engineering activities.
  • Possession of an accredited GIS Professional Certificate may be substituted for one year of required experience.
  • An associate degree in civil engineering, surveying, construction management, GIS or department approved equivalent may be substituted for two years of experience.
  • Possession of a Professional Land Surveyor license may be substituted for four years of required experience.

Physical Demands

  • Moderate to heavy physical activity.
  • Must be able to lift items that may weigh up to 100 pounds.
  • Ability to move easily around construction sites.

Work Environment

  • A combination of office and field work.
  • Daily interaction with the public who may or may not speak English.
  • Intermittent exposure to stressful situations.
  • Willingness to work weekends, holidays, and evenings to meet job schedules and deadlines.
  • Work environment may include muddy, wet, or dusty conditions, and extreme weather conditions.
  • May be required to safely enter confined spaces.
