Description

Perform a variety of complex, professional, and technical duties related to the management of long range planning activities and compliance with state laws related to municipal land use regulation and planning. Serve as lead planner on general plan updates and associated zoning ordinance and zoning map updates. Assist with the review of zoning ordinance text change and zoning map change applications submitted to the City.


Starting Pay: $73,720 - $87,543 annually depending on experience

Schedule: Full time, 4x10 Monday - Thursday, minimal evenings and weekends

Essential Duties and Responsibilities

  • Update and maintain the City’s general plan including the moderate income housing plan through revisions, updates, implementation, and reporting; prepare proposals and recommendations related to the general plan; and present to the Planning Commission and City Council.
  • Prepare RFP’s, process contracts, and provide project management for products developed by consultants.
  • Represent the City’s long range planning with various state, county, regional and other agencies; serve on related advisory, coordination, and oversight committees.
  • Develop and maintain community demographic information including population estimates, general growth statistics and trends, and land development permit statistics.
  • Conduct research on issues, policies and concepts pertaining to long range planning, zoning administration, and present findings to the Planning Commission and City Council.
  • Assist with the review of zoning ordinance text amendments and zoning map changes submitted to the City; assist with City staff initiated zoning ordinance text amendments and zoning map changes; prepare necessary notices, staff reports, and supplemental documentation; and present applications to the Planning Commission and City Council.
  • Assist with the update of fees charged by the Community Development Department and, as needed, business licensing.
  • Responsible for public outreach associated with long range planning. Coordinate noticing, logistics, and information for public presentations; present information; organize and analyze feedback for productive utilization.
  • Maintain a current understanding of planning and zoning trends, principles, application, and impact; track and ensure City compliance with legislative land use changes and mandates; attend training opportunities; be familiar with related local, regional, state and federal planning activities.
  • Other duties may be assigned.
  • No supervisory responsibilities.

Qualifications

  • Knowledge of legal system and procedures affecting planning, zoning and related operations of the City; principles and practices related to local government planning and zoning, economics, sociology and community organization as applied to urban planning; planning and zoning and subdivision law, theory and application; the relationship between factors affecting urban planning policy, such as economic, political, sociological, legal, etc.; local government structure and operations, including the budgetary procedures and fiscal management; research methodology, statistical analysis and evaluation of research data; land use, zoning, federal, state, and local laws; interpersonal communication skills.
  • Ability to operate a personal computer and Microsoft Office products.
  • Ability to work with the public and City staff in a busy and often stressful environment with a professional and positive approach; skill in the art of diplomacy and cooperative problem solving.
  • Ability to interpret codes accurately and effectively; enforce regulations with fairness, tact, and impartiality; communicate effectively verbally and in writing; prepare and present technical reports; performs advanced mathematical calculations; develop and maintain effective working relationships with elected and appointed officials; federal agencies, state agencies, local governments, fellow employees, and the public.
  • Ability to negotiate and/or arbitrate solutions for a variety of complex issues and projects with citizen groups, developers, property owners, and City officials.
  • Proficiency in GIS software

Education and/or Experience

  • Graduation from an accredited four-year college or university with a Bachelor’s Degree in Urban Planning, Geography, Public Administration, or a closely related field.
  • Four (4) years full-time paid experience in urban planning or related field or an equivalent combination of education and experience.
  • Master’s degree in Urban Planning or Public Administration preferred.
  • Experience in long range planning preferred.

Language Skills

  • English (speak, read, and write).

Certificates, Licenses, or Registrations

  • Possession of a valid Utah Driver’s License and the ability to drive a motor vehicle safely.
  • American Institute of Certified Planners (AICP) certification preferred.

  • Indoor environment requiring movement within the various divisions and other departments.
  • Requires occasional medium physical effort in an office atmosphere.

Work Environment

  • Intermittent exposure to heat, cold and inclement weather due to field trips throughout the City and other cities.
  • Willingness and ability to attend evening meetings to meet the needs of the Department.
  • Intermittent exposure to stress as a result of human behavior and the demands of the position.
