- Works cooperatively with State Department of Education personnel, RESA personnel and school district personnel on finance related issues;
- Assists with preparation of annual budgets and other monthly and annual financial reporting functions;
- Maintains/coordinates E-School Employee Attendance Calling System;
- Oversees payroll and cash receipts processing functions by making certain that funds are receipted promptly
- Contributes to staff morale by prompt and accurate handling of all payroll matters and functions;
- Creates and submits direct deposit ACH wires and creates Chessie Credit Union report and PDF to Cumberland Office;
- Processes all voluntary deduction checks;
- Prepares and files Federal Tax 941 tax deposit, WV State Tax withholding, and Maryland State Tax withholding each pay period;
- Creates ING 403b contributions report and submits wire to ING for annuities;
- Prepares semi-monthly, monthly and annual retirement reports for Consolidated Public Retirement Board Retire I, Retire II and Retire IV;
- Prepares annual Certified List in cooperation with Human Resources Department;
- Maintains Personal Leave Bank and Donated Leave Bank;
- Assists district staff as needed with financial information requests, employee salary information requests, and retirement forms;
- Completes employment verification forms, employee disability insurance forms, 403B salary reduction forms, unemployment verification forms and Unemployment Claims Audit Forms for Workforce WV;
- Files Worker’s Compensation claims;
- Researches and submits service and salary verifications for Retirement Board and Social Security;
- Reconciles and records payroll, direct deposit, and accounts payable entries on control sheet;
- Maintains payroll recap report for fiscal year and calendar year;
- Assists with verification of revenue and expense totals for month-end closing;
- Prepares and files 941 Quarterly Report and Quarterly Unemployment Compensation Report;
- Files WV State Tax Quarterly Report;
- Creates Quarterly Medicaid Cost Statement Queries and files quarterly report;
- Files the Annual Medicaid Cost Summary Report in conjunction with Chief School Business Official/Treasurer;
- Processes deferred payroll checks and deductions and retirement forms for retirees;
- Assumes major role in leave administration;
- Assumes responsibility for calendar year end process functions in WVEIS, annual W2 and 1099 processing, fiscal year end process functions in WVEIS for EMS, HMS, TSSI and accounts payable, annual salaries with general ledger, payroll and 941’s for fiscal year and calendar year;
- Reconciles vendor listing for annual report and prepares listing of vendor payments for newspaper;
- Prepares monthly, quarterly, and annual state and federal required reports;
- Assumes responsibility for new year set-up in WVEIS for EMS and TSSI;
- Edits/maintains employee records, assignments, contracts, deductions, etc. for new fiscal year and makes employee changes after Board action;
- Creates and downloads files from WVEIS for county directory preparation and prints Faculty Senate listing;
- Prepares annual workers compensation reports for BrickStreet audit and payroll related forms, etc. for district’s annual audit;
- Completes spreadsheet for State Finance Office with months of leave days remaining for employer paid insurance;
- Prepares and prints purchase orders, receipts, and deposits if needed;
- Attends workshops and meetings to upgrade and maintain skills and knowledge needed to perform job duties;
- Adheres to Employee Code of Conduct as outlined in Mineral County School’s Policy 3210; and
- Performs other duties deemed appropriate and assigned by the Superintendent and/or immediate supervisor(s).
- Bachelor’s degree including 24 semester hours of coursework in accounting completed with a minimum of 2.5 GPA;
- Three to five years of accounting experience;
- Eligible Professional Accountant authorization;
- Extensive working knowledge and experience in the application and use of Microsoft Office Suite;
- Knowledge of computer data processing, West Virginia Education Information System modules, Financial Management System, Employee Management System, Telecommunications Support Systems Inc., and Financial Accounting System;
- Knowledge of individual schools accounting system - School Funds Online;
- Possess extensive experience in meeting and working with the public;
- Possess good communication and presentation skills;
- Have knowledge of West Virginia finance laws and regulations;
- Have knowledge of West Virginia Board of Education financial policies; and
- Criminal background check conducted pursuant to WV Code §18-5-15c and/or §18A-3-10, as appropriate.

SALARY: Pursuant to WV Code §18A-4-2, in accordance with Mineral County Teacher Salary Schedule, commensurate with experience and education level.
EVALUATION: Performance in this position will be evaluated by the building principal/immediate supervisor and in accordance with WV State Code §18A-2-12, WV State Board Policy 5310 and Mineral County Board of Education Evaluation Policy.
JOB SUMMARY: To assist the Treasurer in administering the business affairs of Mineral County Schools in such a way as to provide the best possible educational services with the financial resources available.
