- Coordinates a comprehensive school safety and security plan consisting of policy development, program implementation, physical environment monitoring, prevention and intervention programs and services, and emergency crisis management planning and response;
- Serves as a liaison with local law enforcement agencies to manage the daily operation of the Prevention Resource Officer (PRO) program and other law enforcement issues on the school campuses;
- Coordinate all district schools’ emergency preparedness plans to ensure compliance with regulating bodies as well as overall effectiveness;
- Assures Hancock County’s compliance with Safe Schools through Homeland Security;
- Coordinates timely and appropriate response to Safe School Hotline information;
- Communicates with administrators, personnel, outside organizations and agencies for the purpose of coordinating activities, resolving issues and conflicts, and exchanging information;
- Work and communicate with local law enforcement, local 911 center, the Department of Homeland Security, the West Virginia Fire Marshall’s Office, the Board of Risk Management, and other related agencies in regard to the school safety and security;
- Compiles and evaluates data from a wide variety of sources for the purpose of analyzing issues, ensuring compliance with established policies and procedures, and/or monitoring program components;
- Works with district administration to coordinate and evaluate the purchase of safety and security equipment, supplies and services;
- Advises and assists administrators in matters involving criminal activities on school campuses;
- Participate in professional organizations as well as various committees related to school safety and security;
- Assists the administrative staff with safety concerns;
- Arranges and evaluates safety and security courses to help school faculty and staff comply with regulatory requirements;
- Prepares and distributes reports on safety and security;
- Assures compliance with all state, federal, department of education, and board of education policies and laws pertaining to safety and security;
- Provides progress/updates reports to Superintendent as directed
- Attends safety seminars, training courses, and meetings, as they relate to the position;
- Conducts / coordinates audits, recommends areas of improvements, assist with safety action plans, and follow up;
- Attends scheduled Safe School Coordinators and School Resource Officers program meetings;
- Participates in professional growth opportunities;
- Participates in annual trainings to stay current on laws, policies and procedures regarding school safety;
- Makes recommendations to school administration and staff utilizing needs assessment data and observations;
- Coordinates with site-based administrators, Maintenance and Facilities Departments, the West Virginia State Fire Marshall’s Office, the Board of Risk Management, and the Department of Homeland Security, to address and correct safety/security issues on school campus;
- Assists in the development and implementation of security plans for special events;
- Responds to all Hancock County School emergencies;
- On call 24/7 for Hancock County School emergencies;
- Adheres to Employee Code of Conduct as outlined in Hancock County School’s Policy.
- Work with the Hancock County Prosecutor’s office.
- Assist with HC School System public relations.
- Assist the I.T. Dept with camera purchases and placements.
- Develop a vestibule/guest ID system or purchase.
- Fill in for absent PROs on occasion.
- Be present, or organize coverage, at big events.

POSITION: Coordinator of Safety Services
REPORTS TO: Superintendent and Assistant Superintendent
GENERAL JOB DESCRIPTION:
The Coordinator of Safety Services (CSS) works under the supervision of the superintendent and assistant superintendent. The CSS is responsible for coordinating all safety services that are relevant in the Hancock County School System. This includes, but not limited to: security issues at all schools and buildings, analyzing safety issues throughout the county and recommending solutions, providing analysis and direction of all security related purposes, evaluating all school and building entrances and recommending improvements, recommend safety/security improvements to all aspects of the school system, cooperate and work with all administrators and the public, do walkthroughs of all buildings to evaluate safety status, supervise the schools PRO programs, and advise on all safety/security purchases and implementations. Also, to provide a positive and safe environment for all stakeholders of the Hancock County School System.
QUALIFICATIONS:
West Virginia Certification as a law enforcement officer or a retired law enforcement officer who is separated from service in good standing from service with a public agency as a law enforcement officer. Before such separation, the successful applicant was authorized by law to engage in or supervise the prevention, detection, investigation, or prosecution of, or the incarceration of any person for any violation of law, and had statutory powers of arrest or apprehension under West Virginia and or Federal Code; and (A) Served as a law enforcement officer for an aggregate of 5 or more years; or (B) Separated from service with such an agency, after completing any applicable probationary period of such service, due to a service-connected disability, as determined by such agency; (C) during the most recent 12-month period, has met, at the expense of the individual, the standards for qualification in firearm training for active law enforcement officers, as determined by the former agency of the individual, the State of West Virginia; (D) is not under the influence of alcohol or any intoxicating drug or substance; and (E) is not prohibited by State or Federal law from carrying a firearm.
Must have knowledge of West Virginia Criminal and Traffic Code, City and County Ordinances, Criminal Procedures, Juvenile Law and court proceedings
Must comply with Federal Law Enforcement Officer Safety Act of 2004
FUNCTIONS AND RESPONSIBILITIES:
A. Support and advise all administrators in the field of safety/security
B. Maintain and model exemplary work habits.
C. Advise on all current and future levy purchases, in regard to safety and security.
D. Advise on all other safety and security purchases and implementations.
E. Supervise the PRO program.
F. Develop a HCS safety committee.
G. Foster an atmosphere of safety that is conducive to learning.
H. Maintain professional work habits and meet professional responsibilities.
I. Provide refresher professional development to staff on safety and security issues.
J. Provide required safety training to staff that is required by the WVDE.
K. Supervise the county crisis management plan.
L. Submit all required state reports to the proper state office.
M. All other duties directed by the Superintendent and/or the Assistant Superintendent.
