The Grants Manager will oversee both pre- and post-award processes for grants at the West Virginia School of Osteopathic Medicine (WVSOM). The position will ensure compliance with Federal, State, and local regulations, and support the research mission of WVSOM by managing financials, coordinating grant proposals, overseeing grant compliance, and training faculty and staff. This role reports to the Associate Dean of Research and Sponsored Programs and supports the Office of Business Affairs with financial reporting of grant activity.
This is a full-time non-classified position and is exempt from FLSA provisions regarding overtime. Base salary commensurate with education and experience, full state benefits. This position has been designated as essential. This means that when WVSOM is faced with an institutional emergency, employees in such positions may be required to remain at their work location or to report to work to protect, recover and continue operations at WVSOM.

- Bachelor’s Degree in Finance, Accounting, Business Administration, Research Administration, or a related field.
- Position requires at least 3 years of recent experience in grants accounting, grants administration, grants management, or a related field.
- Familiarity with Federal regulations and financial systems related to grants (e.g., 2 CFR 200, GAAP, GASB, WVOasis).
- Experience with Microsoft Office Suite (Word, Excel, PowerPoint) and databases.
- Experience with grants management software and systems such as Banner, eRA Commons, or Grants.gov (Preferred).
- Knowledge of accounting principles and practices, preferably in an academic or governmental setting.
- Strong written and verbal communication skills to interact with staff, faculty, and regulatory agencies.
- Ability to interpret and apply federal and state grant regulations and policies.
- Strong analytical and problem-solving skills to address financial discrepancies and reporting issues.
- Ability to establish effective relationships with faculty, staff, and external agencies, ensuring a collaborative approach to grants management.
- Ability to handle multiple projects simultaneously, meet deadlines, and work under pressure.
- Knowledge of the financial audit process and ability to work with auditors on grant compliance.
- CRA or CFRA certification is a plus, not required.

- Analyze, interpret, and understand grant agreements, budgets, invoicing, and reporting requirements for post-award processes.
- Coordinate with Principal Investigators (PIs) and faculty to ensure accurate financial data support for grants, including budgeting, time and effort reporting, and compliance with institutional policies.
- Manage the internal pre-award process for extramural grants, including reviewing proposals for completeness, cost share commitments, and clarity, and assisting with proposal budgets and development in conjunction with the Grants Writer.
- Ensure all grants (intramural and extramural) are submitted through platforms such as eRA commons and Grants.gov, including compliance with submission guidelines and tracking status.
- Prepare, file, and manage financial reports and invoices for -grant awards, providing backup documentation as requested.
- Monitor federal expenses and matching requirements to comply with audit regulations.
- Collaborate with the ORSP team to provide faculty development on grants, track grant opportunities, and ensure proper training on grants management systems.
- Maintain grants within WVOasis as required by the State.
- Maintain records and databases of sponsored program applications and awarded grants in collaboration with the ORSP Administrative Assistant.
- Support the development of grant contracts, subawards, and memorandums of understanding, in collaboration with the Associate Dean ORSP as well as the Director of Accounting and Director of Contracts & Procurement.
- Review and approve time and effort reports, ensuring accuracy and compliance with funding regulations.
- Assist with grant compliance audits, maintain documentation, and provide data to the OBA for internal and external reporting. Shall also report subawards on FSRS/Sams.gov website as necessary.
- Stay updated on changes in federal, state, and local regulations, as well as Uniform Guidance related to sponsored programs, and train stakeholders accordingly.
- Coordinate and prioritize various grants-related tasks and deadlines across both the OBA and ORSP.
