Nature of Work

The Transportation Construction Superintendent will report to the Corridor G, Section 2 Headquarters. This position assists the Transportation Engineer in supervising and coordinating construction projects of a highway district maintenance program. Performs supervisory work coordinating and overseeing the activities of technical, paraprofessional, or skilled trades employees in an established unit at the district level. Position may manage other supervisory employees and will oversee several work crews involved in highway maintenance. Responsible for organizing and assigning work to crews, estimating and tracking project expenses, adhering to budgetary restrictions, procuring and assigning required equipment. Reviews work to ensure unit objectives are met. Work may be performed in inclement weather and around heavy moving equipment. Performs related work as required.

Typical Duties and Responsibilities

  • Schedules maintenance activities, assigning employees and equipment according to the needs of the project.
  • Organizes and plans for maintenance improvement projects based on needs and available funding.
  • Estimates and submits costs on maintenance contracts.
  • Records the labor, materials, and equipment expense for each maintenance construction project.
  • Writes correspondence and reports pertaining to maintenance and construction projects.
  • Conducts field reviews to inspect and assure compliance to highway maintenance and construction policies, procedures and standards.
  • May teach maintenance management classes.
  • Identifies equipment for repairs.
  • Checks complaints on roads and inspects highways to determine repair work needed.
  • Oversees the progress and checks the quality of work performed by crews.
  • Trains crew members on individual tasks of maintenance and repair projects.
  • Completes employee performance evaluations and approves employee leave requests and time.
  • Inventories materials and equipment for availability.
  • Recommends hiring and disciplinary action and trains new employees.
  • Personal contacts are with employees of the same agency but outside the immediate organization.
  • Travel may be required; therefore, a valid driver's license is required.

Required Skills and Knowledge

  • Knowledge of the methods, materials, and equipment used in the construction and maintenance of highways.
  • Knowledge of surveying and engineering principles and techniques.
  • Knowledge of the office and administrative procedures.
  • Knowledge of maintenance management skills and philosophies.
  • Ability to organize, assign, and supervise skilled and semi-skilled employees engaged in road repair and construction.
  • Ability to understand and interpret blueprints and drawings.
  • Ability to maintain records and to prepare reports.
  • Ability to interpret oral and written instructions and directions.
  • Ability to maintain effective working relationships with others.
  • Knowledge of general governmental highway standards and regulations and highway safety procedures.
  • Knowledge of highway construction and maintenance techniques.
  • Knowledge of capabilities of construction and maintenance equipment.
  • Knowledge of basic mathematics.
  • Ability to plan, organize, supervise, and coordinate the work of employees.
  • Ability to coordinate and schedule projects to meet goals and proposed deadlines.
  • Ability to perform basic arithmetic calculations to determine amounts of materials needed.
  • Ability to maintain working relationships with others.
  • Ability to communicate effectively orally and in writing.
  • Required Education and Experience

    REQUIRED TRAINING / EDUCATION

  • High school diploma or the equivalent.
  • REQUIRED EXPERIENCE

  • Four (4) years of full-time or equivalent part-time paid experience in highway construction or maintenance, or traffic sign control maintenance, business or public administration, transportation, construction, manufacturing, mining, or the armed forces ; two (2) years of which must have been in a supervisory capacity.
  • Substitution : Successful completion of coursework from a regionally accredited college or university may substitute for the non-supervisory experience through an established formula.
