Work independently under general supervision to perform complicated, complex technical work in the purchasing of goods and or services utilized by the state’s institutions and agencies. This work involves the purchasing of highly specialized, technical, and / or complex commodities and services. This position requires the ability to provide expert guidance to WV state agencies concerning procurement methodology, standards, and best practices in accordance with current state statutes, rules, and established procedures. These methodologies include request for quotations, request for proposal, direct awards, and emergency purchases among others. Understand and properly interpret and apply the many contributing factors such as the state code, code of the state rules, Purchasing Division guidelines, the agency needs, to the highly varied and compacted procurement needs of the state. Represent the Purchasing Division at various functions, trade fairs, and conferences. Is required to develop and teach procurement to state agency procurement staff to ensure compliance with all applicable laws and procedures. Volume purchasing of goods and services. Knowledge of laws and rules and regulations relating to governmental purchasing. Ability to express ideas clearly in oral and written communication. Ability to establish and maintain effective working relationships with associates, vendors, and the public. Perform related work as required.
