At the advanced level, will perform complex professional work as a lead writer for certain permit reviews. Employee will be responsible for the review and evaluation of Article 11 (NPDES) permit applications to ensure technical and legal accuracy, completeness, and for the purpose of ensuring that the proposed water permit is designed in accordance with federal, state laws, rules, and policy. The type of applications that include but not limited to new permits, 401 State Certifications, reissuances, and modifications (Minor and Major).Employee will analyze and evaluate data to ensure compliance with all applicable rules, regulations, and policies. Employee will interact with the public, other state and federal agencies, other WV Department of Environmental Protection personnel, lawyers, and coal/quarry mining representatives.Employee will be responsible for corresponding with multiple state and federal agencies, the employee will advise coal/quarry mining applicants of deficiencies related to NPDES permit applications. Employee will be responsible for the preparation of writing justification/rationale pages and draft permits. Employee will assist other writers as required in their reviews and the preparation of writing justification/rationale pages and draft permits.Employee will be required to attend/participate in informal conferences and board hearings. Employee must possess effective written and oral communication skills.Employee will perform other duties as required and/or assigned.Notes: Regular attendance is an essential part of this position.Qualifying applicants will be required to complete an internet based profile assessment to compare the applicant's thinking and reasoning skills, behavioral traits and the occupational interests against the traits determined to be important to the posted position.Employees involved with specific DEP programs subject to the surface mining control and reclamation act (SMCRA) of 1977 must file prior to final appointment and annually thereafter, a statement of employment and financial interest (OSM23).
