Under general supervision this position will have the primary responsibility for coordination with behavioral health programming statewide. Program specialist will be responsible for developing and managing multidisciplinary functions including but not limited to: statewide systems development and oversight; coordination of grantee relationships and provision of technical or other assistance to promote successful project implementation; research, develop, monitor and evaluate programs and practices that promote community-based resource development and availability; provide integral direction as a member of the Bureau specializing in the development and implementation of interagency and community relationships broad based initiatives; act as liaison within the department and with community initiatives consulting on highly complex individual situations that may have significant impact on systems or involve sensitive legal issues; development of grantee relationships; development and coordination of evidence-based practice; establishing and upholding grantee monitoring as it relates to achievement with the established strategic action plan, technical assistance/training, development, completion and review of all required plans and reports, developing and monitoring statewide database systems for compliance of mandatory and other required reporting; assessment of the design planning, development, implementation and evaluation of existing and emerging resources/services aimed at the statewide; federal and other grants development; federal and other required reports development and submission. The duties of this position will include program management and coordination and will service as the primary point of contact for assigned programming including a focus on mental health, substance use disorder (SUD) and/or intellectual disabilities as part of an integrated team. This position will also assist in the development of legislative and regulatory action as well as information documents as necessary to effectuate program or policy decisions or as related to public policy initiatives. Position requires statewide travel. Excellent written and verbal communication skills are required. Performs other related duties as assigned.

Training: Bachelor's Degree from a regionally accredited four-year college or university.
Substitution: Additional experience as described below may be substituted for the required training on a year-for-year basis.
Experience: Four years full-time, equivalent part-time paid or volunteer experience in a technical or program area that is related to the area of employment.
Substitution: Post-graduate education in a field related to the technical or program area may be substituted for the required experience on the basis of fifteen semester hours for one year of experience.
