Under the direction and general supervision of the director for the Office of Compliance, this position will conduct professional performance-level work, providing internal and external oversight of program and administrative compliance and programs administered by the Bureau for Behavioral Health (BBH). Serving in this capacity the incumbent will consult on highly complex situations that may potentially have a significant impact on the statewide behavioral health systems, including the development and implementation of monitoring, compliance, and performance standards for behavioral health centers by federal and state laws, regulations, and guidelines. The duties of this position include conducting complex evaluations of services provided and activities performed by BBH-funded centers and external organizations for which the Bureau has a contractual agreement or oversight responsibility. This position, in conjunction with internal staff and external organizations, shall be responsible for the development and evaluation of reporting necessary to document the services provided and activities performed by BBH-administered programs funded with federal and state dollars; performed prior, during, and subsequent for the awarding of grant funds. Ultimately, this position will be responsible for tracking the recipient of all such reports, evaluation of the information provided, and preparation of internal reports for disbursement to state organizations, departmental representatives, and senate senior bureau management. This position is responsible for the performance of multiple monitoring activities mandated by federal, state, departmental, and BBH requirements associated with the applicable funding streams. Functioning individually, or as part of a team, the incumbent shall monitor behavioral health providers through observation, interviews, and review of documentation such as data and reporting records, federal and state policies, procedures meeting minutes, and the center's operating records. This position shall be required to produce detailed written reports of the findings for the monitoring activities, plans of correction and project status reports. Other responsibilities include the provision of technical assistance to individual organizations on the preparation and submission of reports, consultation with Bureau staff on the planning and evaluation of BBH programs, assistance with policy development, and quality improvement activities for the division of compliance. Participate in various committees, as needed. Performs all other related duties as assigned. Work is performed in office and field settings and may involve frequent overnight travel. Training: Bachelor’s degree from an accredited college or university with a major in nursing, social work, vocational rehabilitation, hospital or health care administration, nutrition, psychology, counseling, medical records management, clinical laboratory or related sciences, recreation, speech, physical or occupational therapies or other related health/social services/educational fields or safety, engineering or architectural design.
OR
Substitution: Any combination of experience as described below may substitute for the required training on a year-for-year
basis.
AND
Experience: Three (3) years of full-time or equivalent part-time paid professional experience in public health, social work, nursing, vocational rehabilitation, hospital administration or related health program, safety, engineering or architectural design, as a building maintenance supervisor OR as a paramedic or emergency medical technician.
OR
Substitution: A Master's degree in one (1) of the above areas may substitute for one (1) year of the required experience.
