Under general supervision, performs full performance level work by obtaining evidence of reported fraud or violations of the statutes of the Department of Revenue and/or gaming Law while maintaining confidentiality and professionalism. The Criminal Investigation Division is the Enforcement Arm of the State Tax Division. Responsibilities include but are not limited to: Completes oral and written reports, conducts investigations involving tax violations related to cigarettes, motor fuel, soft drinks, consumer sales tax, withholding tax, use tax, business registration, bingo & raffle licenses, and other tax types. Investigates situations of potential non-compliance and complaints made to the agency about delinquent taxpayers. Research and investigate cases using various databases and courthouse records and applies laws, regulations and policies to investigate cases. Inspect bills of lading, tax returns, financial documents, and other supporting information in building a case. Position may provide assistance to tax and revenue auditors, compliance agents and others as assigned. Position will require the completion of criminal prosecution reports, filing of warrants and criminal complaints with permission of agency leadership, where applicable, and service of distress warrants and other documents, as well as execution of seizures. Communicate with other tax department divisions and state agencies in a professional manner. Position may be required to attend court and tribunal hearings, testify under oath, and represent the agency as a member of work groups or task force. Contact with attorneys, accountants, business officials, government officials, and the public at large is extensive. Performs related work as required.
The chosen candidate should exhibit the following knowledge and skills, including but not limited to: ability to think critically, evaluate matters, prioritize work assignments, ability to read and comprehend complex material such as local/state/federal statutes or policies, knowledge of or the ability to obtain knowledge of relevant local/state/federal laws, basic civics, and government structure. Ability to use a computer and familiarity with common office software such as Microsoft Office Suite and Google Workspace. The chosen candidate must be able to learn quickly, apply knowledge obtained, and effectively communicate with others what he/she has learned to others. Must be able to work both independently and as a member of a team. May be required to deal with situations that are potentially dangerous. This position is field-based, and a suitable office space is required to be maintained at the chosen candidate's home where high-speed internet is required. Travel is required, so a valid driver’s license is required. Position is subject to flexible shift schedules and on-call status.
Employment requires a fingerprint-based criminal-background check to be provided at the West Virginia Tax Division’s expense. Failing to initiate the process or cooperate with this process, providing false or incomplete information, or discovery of disqualifying information will result in denial of, or dismissal from, employment or denial of transfer irrespective of when discovered. The chosen applicant will also be subject to a tax compliance check.

Training: Bachelor's degree from an accredited college or university.
OR
Substitution: Additional experience as described below may substitute for the required training at the rate of one (1) year of experience for every thirty (30) semester hours of training.
AND
Experience: One (1) year of full-time or equivalent part-time paid experience in law enforcement or investigative work or in determining eligibility for credit, insurance or government programs.
For Lottery only:
Two (2) years of full-time or equivalent part-time paid investigative, law enforcement, surveillance, accounting/auditing, and/or business operations, lottery operations, and/or casino operations, or gaming operations experience. Preference may be shown to applicants with investigative experience in casino or gaming operations.
Special Requirements: Possession of a valid driver's license and the availability of an automobile is required. Qualification to possess and use firearms may be required.
PG: 14 $39,461 - $68,582
