Under limited supervision, these positions perform advanced-level administrative and supervisory work in directing environmental and public health sanitation programs across large local health departments, multi-county regional health departments, agency-level divisions, or as regional sanitarians within the Division of Public Health Sanitation. Additionally, they may serve as environmental health program specialists within the Office of Environmental Health Services. Responsibilities include planning, organizing, and overseeing general environmental and public health sanitation activities while ensuring the quality and effectiveness of sanitation services within the assigned area. Work is guided by broad objectives, policies, and instructions. These positions also play a key role in public health education initiatives and the enforcement of applicable health laws. Other related duties may be assigned as needed.Plan, develop and implement a complex general environmental and public health sanitation program.Plan and direct the work of environmental health staff; recruit and interview support staff; conduct annual reviews of employee performance; plan and conduct conferences with staff.Oversee the gathering of data and prepare annual environmental health and program specific reports and formulate an annual environmental health or assigned program plan. Develop policies, set standards and objectives for complex general environmental and public health sanitation programs in accordance with established public health laws, rules, regulations and department policies.Make long range plans and regularly review activities, problems and functions of complex general environmental and public health sanitation programs; provide or arrange for in-service training for sanitarians on a continuing basis; direct complex general environmental and public health sanitation educational programs.Conduct on-the-job training for sanitarians as required by the West Virginia State Board of Sanitarians.Determine the needs of a complex general environmental and public health sanitation unit for personnel, supplies and equipment; assist the budget officer in developing an annual budget and expenditure of allocated funds.Make decisions using sound judgment in complicated general environmental and public health sanitation situations or concerning potential legal problems; conduct hearings in absence of the health officer; prepare documents for the prosecuting attorney; attend court hearings on behalf of the local health department.Advise other governmental bodies and attend intergovernmental meetings.Review plans and specifications and issue permits as warranted.Collect and evaluate health statistics and data to support complex general environmental and public health sanitation programs; determine priorities and types of services required to protect the public health.Oversee review of plans of new and remodeled facilities to determine compliance with public health laws, rules, regulations and departmental policies.Provide consultative services and technical assistance to local sanitarians and health officers on highly difficult general environmental and public health sanitation matters.Develop programs and procedures adaptive to the general environmental and public health sanitation needs of the assigned area.Provide consultative services and technical assistance to local sanitarians in the event of man-made or natural disasters or emergencies.Serve as a liaison between the Office of Environmental Health Services and the local health departments, local Boards of Health, County Commissioners and other community groups.Provide emergency general environmental and public health sanitation services to counties temporarily without the services of a sanitarian.Conduct or assist local sanitarians in environmental health and epidemiological investigations.Conduct evaluations of local health departments' general environmental and public health sanitation programs.Review program plans of local health departments within an assigned region.May testify at court hearings or give depositions.Click The APPLY Link To Apply Online.
