Job Title:  Senior Career and Technical Education Program Administrator

Salary: $80,426.00 - $90,000.00 Annually

GENERAL JOB SUMMARY:

The Senior Career and Technical Education Program Administrator plays a pivotal role in supporting the delivery of innovative, student-centered career and technical education programs at community colleges. Under the direction of the Vice Chancellor for Community and Technical College Education, this position oversees federal and state-funded initiatives, including the Carl D. Perkins program, compliance with the federal Civil Rights Methods of Administration (MOA) program and management of the Skilled Trades Apprenticeship Nontraditional Degree (STAND) program. This role also includes grant management, strategic planning, coordinating professional development and handling special projects as needed.

JOB DUTIES AND RESPONSIBILITIES:

Carl D. Perkins Program Coordination

• Develop innovative strategies to maximize the impact of Perkins funding.
• Collaborate with stakeholders to develop and maintain the state’s Perkins plan.
• Ensure compliance with federal Perkins legislation, including monitoring subrecipients.
• Analyze federal regulations and provide implementation guidance to institutions.
• Manage administrative functions such as grant awards, reimbursements, and financial
reporting.
• Prepare and submit consolidated annual performance reports to the U.S. Department of
Education.

Civil Rights Compliance (Methods of Administration)

• Coordinate compliance reviews and site visits to ensure adherence to federal civil rights
laws.
• Develop and revise monitoring procedures and resources for subrecipients.
• Provide training and technical assistance to grant recipients.
• Submit biennial compliance reports to the U.S. Department of Education Office for Civil
Rights.

Skilled Trades Apprenticeship Nontraditional Degree (STAND) Program Management

• Develop program requirements for the STAND program in accordance with the
requirements set forth in W.Va. Code §18B-3D-7.
• Coordinate marketing efforts to promote the program to target audiences.
• Provide professional development opportunities for institutional personnel involved in
the program.
• Collect and analyze relevant program data to assess performance and outcomes.
• Produce reports on program activities, achievements, and areas for improvement.
• Oversee all aspects of program management and administration to ensure success.

Professional Development Coordination

• Coordinate, develop, and deliver professional development opportunities for college
personnel.
• Design training programs to enhance career and technical education (CTE) offerings.
• Facilitate workshops and seminars to align CTE programs with the needs of business
and industry.
• Collaborate with industry leaders and educators to identify skill gaps and training
needs.
• Evaluate the effectiveness of professional development initiatives and recommend
improvements.

Grant Development and Special Projects

• Assist with developing and submitting grant applications for federal, state, and private
funding.
• As needs arise and workload permits, manage grant-funded and other special projects
as assigned by the Vice Chancellor.

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:

• Familiarity with Carl D. Perkins grant program requirements (strongly preferred).
• Familiarity with federal Methods of Administration compliance (preferred).
• Proven experience in career and technical education program development and
management.
• Strong organizational skills and attention to detail.
• Ability to manage multiple tasks and meet deadlines in a fast-paced environment.
• Proficiency in Microsoft Office Suite and willingness to learn new software.
• Excellent written and verbal communication skills with a collaborative mindset.
• Knowledge of professional development best practices and instructional design
principles.• Master’s degree in education or a closely related field (required).
• Five years of relevant experience in higher education, adult education, or career and
technical education.
• Experience in designing and delivering professional development programs (preferred).
