Westchester County Department of Planning is recruiting for a Director – Flood Mitigation and Resiliency to participate as part of the department’s executive management team in formulating, coordinating, and implementing Countywide flood mitigation plans, programs and policies to help ensure public safety, control floodplain and soil erosion, and to assist local municipalities in preparing for and responding to flooding events.Substantial liaison is maintained with professional staff within the Planning Department as well as the departments of Environmental Facilities, Emergency Services and Public Works and Transportation, as well as state and federal agencies such as FEMA and the Department of Environmental Conservation in short- and long-term flood mitigation programs.

Duties also include managing the department’s flood mitigation grant application and funding draw down process and serving as the primary contact in collaboration efforts on a countywide basis by working with municipal agencies in applying for grant funding towards flood management. This position is also given the authority to coordinate the efforts of managers in other departments to effectively coordinate mitigation efforts. Supervision may be exercised over subordinate staff. Does related work as required.
Collaborates closely with officials in the departments of Emergency Services, Environmental Facilities and the Department of Public Works and Transportation to coordinate flood mitigation studies and capital projects for all three departments
Maintains significant contact with officials from the Department of Emergency Services to identify vulnerable areas and target weather warnings; keep abreast of emergent natural disasters and/or other flooding events, to notify the departments Environmental Facilities, and Public Works and Transportation of same, and to provide assistance to municipalities as needed
Participates in the development of Countywide flood mitigation and storm water management policies and procedures to ensure public safety, flood plain and erosion control and to provide effective coordination of efforts for the municipalities under the County’s jurisdiction.
Manages the department’s grant application process for flood mitigation and storm water management and oversees the drawing down of funds.
MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE: A Bachelor's Degree in Environmental Planning, Natural Resources Planning, Civil Engineering, Engineering, Emergency Management Planning or a related field and six years of experience which involved developing policy related to flood mitigation and storm water management, two years of which must have been in a supervisory or administrative capacity.
