Job Description Summary:
The Property Administrator oversees all property operations for the U.S. Army's Enhanced Army Global Logistics Enterprise (EAGLE) Logistics Support Services contract. This role involves supervising property accountability activities on the installation and serving as the primary Contractor Point of Contact (POC) for coordinating Government requirements with the site Property Book Officer (PBO) or Responsible Officer (RO). The Administrator must have at least five years of Army property management experience and expertise in GCSS-Army system utilization and supply program relationships.
Key Responsibilities:
- Supervise all Property Book operations to ensure compliance with established standards and procedures.
- Establish accounting procedures for all equipment requiring formal accounting in accordance with applicable regulations.
- Ensure timely completion of monthly/quarterly sensitive item, annual, and primary hand receipt inventories, maintaining supporting documentation.
- Develop and implement standard operating procedures (SOPs) for the Property Book Office (PBO) to optimize efficiency and accuracy.
- Serve as the primary Contractor POC for coordinating Government requirements with the site PBO/RO.
- Measure and assess property book performance standards against Army accountability requirements and supply system performance indicators.
- Resolve supply and property management issues identified during the contract performance period.
General Duties:
- Attend meetings and prepare reports and documentation as needed for Property Book operations.
- Ensure effective accountability of all assigned property through accurate record-keeping and inventory management.
- Utilize analytical techniques and causative research skills to identify areas for improvement and recommend enhancements.
- Collaborate with management information systems to facilitate Supply/Property Book Accountability and logistics operations.
- Maintain comprehensive knowledge of applicable supply and equipment management processes and related regulations.
Minimum Requirements:
- Minimum five years of Army property management experience, with experience at the Division property book level preferred.
- Proficiency with the GCSS-Army system.
- In-depth knowledge of supply program relationships, concepts, and methodologies pertaining to Supply/Property Book Accountability and logistics operations.
- Ability to work effectively with computers and management information systems.
- Fluent in reading and writing English.
