Summary
This entry-level management role in the Solutions Division leads a procurement team to deliver cost-effective, timely, and high-quality supply chain and equipment management outcomes for water and wastewater equipment projects. The Procurement Manager 1 helps communities thrive by providing high-quality water solutions with superior service—safely and sustainably, in alignment with WesTech’s mission. This role oversees procurement, fabrication, equipment tracking, laydown plans, site support, and commissioning through all project phases, including handover and turnover, while driving top performance by managing and inspiring a team, fully embodying WesTech’s core values of Integrity, Humility, Endeavor, Excellence, and Continuity.

- Exhibit Endeavor by tackling supply chain and equipment challenges with resilience, ensuring timely delivery of materials and equipment (up to $10M scope), managing fabrication and purchasing timelines, and participating in project meetings (e.g., kickoff, job review, squad check) to maintain schedule adherence.
- Pursue Excellence by overseeing the procurement, fabrication, and commissioning of equipment, including:
- Assisting in selecting instruments and valves, coordinating PIDs for scope of purchase.
- Managing parts lists, purchase requisitions, buyout phases, fabrication tracking, and inspection coordination (e.g., developing Inspection Test Plans, completing inspection packets).
- Tracking equipment through tagging, inspections, shipment, and initial installation, ensuring proper documentation (e.g., IOM manuals, equipment packages, data books).
- Overseeing laydown plans, equipment delivery sequencing, site support, and commissioning support during handover and project turnover, ensuring equipment is fully operational and meets client specifications.
- Managing shipping closeout, including signed ITPs, inspection packets, shipping release forms, and warehouse/logistics support to ensure seamless on-site arrival and startup.
- Support Continuity by building enduring relationships with vendors and stakeholders, conducting post-job reviews to drive long-term improvements, and mentoring employees to ensure sustained growth and loyalty to WesTech’s mission.
- Supervise and inspire the procurement team, overseeing employment, performance, and compensation decisions while fostering a supportive environment.
- Collaborate with engineering, project management, and site teams to ensure seamless material availability, equipment integration, site readiness, and commissioning success.
- Leverage financial tools (e.g., Income Statement, KPIs, Dashboards, Digital) to monitor vendor performance, negotiate contracts, and support company initiatives.

- Bachelor’s degree in engineering, Supply Chain Management, or a related field.
- 1 year of supervisory experience (direct or indirect).
- Proven success in managing procurement, supply chain, or equipment projects on time and within budget (up to $10M scope).
- Strong communication skills (verbal, written, electronic) in one-on-one and group settings.
- Proficiency with Microsoft Office and procurement software/databases.
- Ability to travel domestically/internationally up to 25% as needed and pass required preemployment screenings MVR and drug/alcohol testing.
Here are the skills and qualifications that will set you apart:
- 1 year of direct supervisory experience.
- Prior WesTech experience in procurement or as an Assistant Group Leader.
- Experience with water/wastewater treatment projects.
Physical Requirements:
- Work at a desk with computer/communication systems and move around the facility.
- Lift up to 50 lbs. in warehouse/offsite areas when inspecting materials or equipment.
- Visit vendor or job sites, involving bending, climbing, and exposure to elements, with compliance to safety regulations.
