Key Details:

  • Pay: $178,000 – 205,000/year DOE
  • Location: Remote in select states - must reside within the following areas: AZ, OR, WA, UT, NV, CA, WY, MT, ID, NM, CO, El Paso TX
  • Schedule: Full-time, Monday – Friday, 8am – 5pm PST

Who You Are: You are a strategic and detail-oriented leader with deep expertise in resource adequacy, power management, and Western energy policy. Qualifications Include:

  • 7-10 years in resource planning and acquisition, power management, or western energy policy, including some combination of the following:
  • Experience establishing and implementing an organization’s long-term resource planning efforts. Familiarity and/or experience with the Western Resource Adequacy Program (WRAP) preferred.
  • Experience working at a utility in the Western Interconnection. Specific experience managing and implementing a utility’s resource adequacy program preferred.
  • Experience in Western energy policy particularly as it pertains to the challenges posed by a changing resource mix, load growth and the impacts of an evolving climate.
  • Experience facilitating or working directly with a broad group of outside stakeholders.
  • Familiarity with and a basic understanding of Western bilateral energy markets and contract-path based transmission service.
  • Experience with probabilistic loss of load and capacity accreditation modeling (especially SERVM)
  • 2-4 years’ experience managing direct reports.
  • Bachelor's degree in engineering, finance, economics, operations research, mathematics, business (or related fields), or equivalent experience including applicants skilled through alternative routes.

What You’ll Do: As the Western Resource Adequacy Program (WRAP) Implementation Manager, you’ll work to enhance and increase resource adequacy and reliability for entities across the western United States, under a FERC-approved tariff. This position will report directly to the Chief Operating Officer and will be responsible for the day-to-day management of all aspects of implementation for WRAP. The WRAP implementation team works alongside the WRAP policy team, who are responsible for stakeholder engagement and managing program changes.

Additional responsibilities include, but are not limited to:

  • Manage the day-to-day implementation of WRAP.
  • Develop and execute clear goals, success measures, and strategic implementation plans for WRAP, ensuring key deliverables are met while aligning with WPP Members' expectations and priorities.
  • Effectively manage and lead a team by defining clear roles and responsibilities, goals, deliverables and outcomes for each individual.
  • Manage the execution of service contract for Program Operator services (provided by Southwest Power Pool), in coordination with policy and corporate budgeting teams.
  • Serve as a subject matter expert on WRAP policies, ensuring implementation aligns with governing documents and regulatory requirements while identifying necessary updates. Support the WRAP policy team and represent WRAP in key forums, including committees, conferences, and regulatory discussions.
  • Work with WPP compliance team and implementation team to ensure compliance with WRAP governing documents.
