SUMMARY
The Project Controls Specialist is a proactive member of the engineering team, responsible for supporting the management, reporting, and control of costs and scheduling for capital projects. The ideal candidate will have experience in project controls and cost analysis, with a focus on supporting structured approaches to project management.
DUTIES AND RESPONSIBILITIES
May include, but are not limited to, the following:
- Support the management of capital project submittals, including Project Initiation Forms and Authorization for Expenditures.
- Assist in maintaining the master project list, including budgeting, forecasting, and the 5-year Capital Plan.
- Support the implementation and management of Project Controls, including cost analysis, accruals, and schedules.
- Manage and train others on the accrual process for the department, and drive the closure process for department Purchase Orders.
- Act as a support point person for CPE level projects.
- Ensure projects are evaluated based on consistent assumptions and common decision metrics, aligning with corporate accounting policies.
- Collaborate with Fixed Assets, Corporate Tax, Purchasing, and AP teams to facilitate processes.
- Support the Capitalization and Disposal of plant asset processes.
- Provide assistance to new Project Managers.
- Assist in managing the Capital Spare Budget through communication with Purchasing, spending analysis and reliability data.
EDUCATION, EXPERIENCE AND QUALIFICATIONS
- A Bachelor’s degree and a minimum of three (3) years of experience in refining, manufacturing, or the petrochemical industry supporting capital projects.
- Proficiency in MS Office suite, with an emphasis on pivot tables, VLOOKUP formulas, charts, and linking capabilities.
- In-depth knowledge of the DocuSign platform and experience with advanced features.
- A basic understanding of Project Controls and working knowledge of SAP Project Systems module, Maintenance module and Purchasing processes such as Requisition creation and PO management.
- Experience with cost portfolio management of projects is desirable.
- Ability to communicate and interact within a project team environment.
- Organizational skills required to manage multiple projects with minimal supervision.
- Must have excellent verbal and written communication skills, and strong interpersonal skills.

WORK ENVIRONMENT
The noise level in the work environment is usually moderate as normally based in an office. Some of the work may be required in the operating units which can require usage of required PPE including safety glasses, hearing protection, etc. May also result in exposure to outside elements and may require usage of stairs and elevators. Travel including air travel or auto travel may occasionally be required.
