DHS Program Specialist 1 – Planning and Implementation
Westmoreland County is seeking applicants to fill multiple positions in our Strategy and Innovation Department. The DHS Program Specialist 1 – Planning and Implementation position is responsible for the planning, implementation, and ongoing evaluation of various programs aimed at improving service delivery and meeting community needs. This individual will support the development of new programs, monitor the effectiveness of existing initiatives, and ensure compliance with federal, state, and local regulations. Additionally, they will play a key role in collecting data, providing technical assistance, and coordinating program resources to support DHS’s strategic goals.
Key Responsibilities
- Assist with program planning and development in collaborating with leadership to assist in the development of new programs.
- Coordinate program implementation which includes managing new programs and ensuring that all phases are handled efficiently.
- Design and utilize evaluation tools to track program success, identifying key performance indicators (KPIs) and creating reports to measure the effectiveness of programs.
- Provide hands-on support during the initial phases of program implementation, ensuring that all tasks are completed on schedule and within budget.
- Support staff and external service providers by offering technical assistance related to the implementation of the program. Develop and deliver training materials to ensure staff are fully equipped to execute new initiatives successfully.
- Develop and submit detailed reports on the status of the implementation of the program, evaluations, and progress toward meeting objectives.
- Assist in identifying funding opportunities, preparing grant proposals, and tracking the allocation of funds for program related initiatives.
- Build and maintain strong relationships with internal departments within DHS and external stakeholders such as community organizations, service providers, and government agencies.
- Take on special projects related to the improvement of expansion programs, including piloting new service deliver models of introducing new technologies to enhance program efficiency.
- A bachelor’s degree in social services, public administration, public policy, or a related field is required; a master’s degree is preferred.
- Minimum of 2 years of professional experience in program development, planning, or implementation within the human services or public administration field is required; experience with program evaluation, strategic planning, and data analysis in the human services sector is preferred.
