Purpose Of Position
The purpose of this position is to provider general administration of Human Resources Department activities and functions.
Essential Duties And Responsibilities
The following duties are normal for this position. These are not to be construed or exclusive or all-inclusive. Other duties may be required and assigned.
Coordinates labor relations activities; negotiates collective bargaining agreements; responds to grievances; prepares and presents grievance and interest arbitrations; meets with union officials as required. Reviews bids for awards.
Coordinates personnel disciplinary actions; reviews employee problems and makes recommendations regarding discipline; reviews attendance reports; conducts employee conferences as required.
Develops and monitors budgets; prepares Department budget; reviews Veteran’s Affairs budget; reviews weekly and monthly budget statements; signs invoices. Administers tuition program.
Advises department of Salary Board Requirements; receives and reviews department requests; prepares agenda for Salary Board meetings.
Reviews job applications; conducts criminal record checks. Conducts weekly meetings with Commissioners to sign Action Forms and provide information regarding employment problems.
Reviews employee benefit programs and status with the Associate Director, negotiates employee benefit provisions with unions; reviews the cost of benefits with Fiscal Administration.
Responds to questions from departments, employees, and others regarding human resource issues.
Responds to unemployment compensation applications.
Represents the County at Human Relations Commission complaints.
Minimum Training and Experience Required to Perform Essential Job Functions:
Master’s degree in Public or Business Administration, Human Resource Management, Labor Relations, or a related field, with six to nine years human resource and labor relations experience, or any combination of education and experience that provides equivalent knowledge, skills, and abilities.
Minimum Physical and Mental Abilities Required to Perform Essential Job Functions:
Physical Requirements
Ability to operate a variety of office equipment including personal computer, calculator, telephone, etc.
Supervisory Skills
Ability to assign, supervise, and review the work of others.
Mathematical Ability
Ability to add, subtract, multiply, divide, and calculate decimals, and percents, and make use of the principles of descriptive statistics.
Language Ability and Interpersonal Communication
Ability to comprehend and interpret a variety of documents including invoices, personnel files, overtime reports, attendance reports, job applications, budget statements, payroll reports, criminal records, union contracts, policy and procedure manuals, Human Relations Act and other laws and regulations, etc.
Ability to prepare a variety of documents including Salary Board agendas, Department budget, grievance responses, legal briefs, etc. using prescribed format and conforming to all rules of punctuation, grammar, diction, and style.
Ability to record and deliver information, explain procedures, and follow instructions.
Ability to use and interpret legal and personnel related terminology.
Ability to communicate effectively with County Commissioners, elected officials, Row officials, Human Resources staff, County department heads and other employees, union officials, Unemployment Compensation Referee, Human Relations Commission, press representatives, vendors, the general public and others verbally and in writing.
Environmental Ability
Ability to work effectively in an office environment.

- Works indoors in adequate office space, with adequate lighting, temperature and ventilation.
