Job DescriptionWGL - Director ConstructionWashington Gas has an immediate opening for a Director Construction. This role directs construction operations including the execution of New Business, Regular Replacement, Accelerated Replacement and Corporate Engineering work via construction / contractor management within our Virginia service territory.You Will : Direct the strategic and operating plans to deliver on-time, on-budget execution of New Business, Replacement, including the Company’s accelerated pipe replacement programs, and Corporate Engineering construction work utilizing external / internal resources.Direct the negotiation, authorization, and tracking / reporting of contractor compensation for the completion of targeted units for construction plans / programs and specific projects.Oversee alliance and / or company-contractor relationships including the implementation of the Alliance or Business Partner Plan, Structure, and Issue Resolution System.Serve as a liaison for the completion of all internal processes required to plan a construction project prior to releasing it for construction.Manage external customer communication / service planning and execution to provide safe, reliable, and timely service to the Company’s customers.Maintain corporate safety goals as measured through Level I and II goals.Provide strategic partnership for the development and implementation of the Quality Management Program, compliance with DOT regulations, and state / local jurisdictional regulations.Manage new and existing customer work scheduling, customer satisfaction targets, and spend targets within New Business profitability and Replacement including the Company’s accelerated pipe replacement programs spend targets.Execute business process improvements to enhance costs through productivity / efficiency gains.Serve as the Office Commander for the Company's 24 / 7 emergency Incident Command System process.Support development and testimony of corporate regulatory construction / operations programs.Draft and approve Data Requests generated by the Commission and any Interveners.Interact with Commission Inspectors, PHMSA Inspectors, and DOT Compliance auditors to ensure compliance with all regulations and provide corrective actions when applicable.You Have : Bachelor's Degree in Engineering, Construction Management / Administration, Business or other related technical field or documented equivalent experience is required.10 Years relevant work experience in construction operations, including a minimum of 3 years of supervisory experience.Experience managing external labor (contracting / outsourcing) required.Excellent leadership skills and extensive experience with contract management.Working knowledge of federal, state, and local underground construction regulations of natural gas systems (e.g., DOT CFR 49 Part 192).Ability to proficiently operate a variety of computer software to support department objectives.Strong organizational and leadership skills to effectively redirect resources.Ability to make quick decisions based on limited data to resolve emergencies.Ability to negotiate business agreements and resolve disputes.Ability to conceptualize and analyze multiple scenarios in solving business problems.Ability to communicate complex messages to diverse audiences.Ability to influence / persuade to achieve desired business outcomes.We offer a competitive salary range of $176,000.00 to $256,250.00 per year, commensurate with experience, education, and skills.
