Job Summary
The Assessor's Office has an opening for Appraiser I or II (residential appraiser), depending on qualifications.
Essential Duties:
Conducts appraisals of assigned houses, multifamily dwellings, buildings, mobile homes and personal properties, using prescribed cost factors and market comparison approaches as principal method. Conducts sales studies; identifies intangible factors affecting sales prices; inspects and inventories value influencing features of buildings; determines building classification; calculates square footage; researches building costs and calculates depreciation rates; and estimates the fair market value as a basis for tax assessment. Crosschecks values against recent sales of comparable properties.
Conducts assigned appraisals of urban and rural land, both developed and undeveloped. Inspects properties according to factors affecting value, refers to and makes minor alterations to soil maps, compares soil type classes, determines relative values and relates to sales of comparable property. Appraises waterfront and beach properties in rural and suburban land. Appraises land in residential areas, noting zoning, improvements and sales of comparable properties.
Inspects and appraises farm and rural land, using highest and best use analysis and current use valuation criteria. Refers to soil conservation service maps to determine soils classifications.
Researches, collects and analyzes complex or diverse information. Records valuation and sales data on maps, spreadsheets and appraisal information sheets as appropriate. Checks computer-generated records against source documents for accuracy of data.
Interviews owners, occupants, buyers, sellers, agents and neighbors for information that may influence values.
Initiates or assists in the preparation of correspondence, narrative and statistical reports or other documents, keeping others adequately informed. Writes concisely and correctly. Organizes information clearly.
Appears before the County Board of Equalization to explain, interpret and/or defend the value placed on a particular property, as directed.
Interprets and applies regulations equitably. Explains services, identifies customer needs, promptly responds to requests and maintains effective relationships. Evaluates priorities and independently addresses assigned appraisal matters, inquiries and complaints.
Prioritizes and plans work activities using resources effectively. Plans for additional resources and integrates changes smoothly and in a timely manner.
Assesses compliance and interprets and applies regulations legally and equitably for assigned areas.
Maintains accurate and organized records, databases, systems and files.

Appraiser I:
Requires per RCW 36.21.015, Washington State Department of Revenue (WSDOR) accreditation; OR completion of at least 30 classroom hours of study in WSDOR-approved courses related to basic principles of real property appraisal AND completion of WSDOR accreditation examination. Receipt of a WSDOR examination waiver may substitute for completion of WSDOR accreditation examination.
Appraiser II:
Requires per RCW 36.21.015, Washington State Department of Revenue (WSDOR) accreditation; OR completion of at least 30 classroom hours of study in WSDOR-approved courses related to basic principles of real property appraisal AND completion of WSDOR accreditation examination. Receipt of a WSDOR examination waiver may substitute for completion of WSDOR accreditation examination.
Minimum of one year of experience in the field conducting appraisals to determine assessed valuation of property or Washington State Department of Licensing Real Estate Appraiser Certification per RCW 18.140.
Experience in property management and finance, knowledge of real estate transactions, economics, geography, and computer skills with Computer Assisted Mass Appraisal (CAMA) programs are desired.
Both:
Must possess or obtain Washington State Department of Revenue (WSDOR) accreditation per RCW 36.21.015 within 15 months of employment. Application for accreditation must be made at the earliest opportunity upon fulfillment of qualification requirements.
Must comply with continuing education requirements for WSDOR accreditation per RCW 36.21.015.
Background check must meet County criteria.
Must have a driving record that meets County standards and possess a valid driver"s license at time of hire and throughout employment.
Must pass job related tests.
Must obtain a First Aid/CPR Card within six months of employment and maintain throughout employment.
Salary
Appraiser I - MCBA Range 130.0
Anticipated Hiring Range: $24.59 - $26.50 per hour
Full Salary Range: $24.59 - $35.45 per hour
Appraiser II - MCBA Range 150.0
Anticipated Hiring Range: $26.69 - $28.81 per hour
Full Salary Range: $26.69 - $38.45 per hour
Starting salary negotiable depending on experience. This position receives an annual pay increase to the next step in the associated salary range (apx. 3.8%), in addition to any negotiated Cost of Living Adjustments.
