Summary
Whatcom County is seeking a GIS Administrator in the Information Technology division of Administrative Services.
Whatcom County County maintains diverse and complex geographic data such as roads, bridges, storm water assets and signs, transportation improvement, annual construction, land records, law enforcement, election precincts, zoning, ortho imagery and other GIS layers. The successful candidate must work cooperatively with diverse individuals in a deadline oriented environment.
Key duties include:- Administers the countywide centralized GIS data repository working closely with both internal department GIS data stewards and external data sharing partners and vendors.
- Insures that GIS data layers adhere to countywide standards in both technical construction and documentation for effective data sharing.
- Responsible for maintaining the countywide GIS data catalog and publishing GIS data layers to internal and external audiences using web and other technologies.
- Coordinates training and provides technical support to GIS users at all levels of expertise across county departments.
- Provides a variety of technical support to GIS users across multiple county departments.

Qualifications
Requires a bachelor’s degree in GIS, computer science, information systems, systems engineering or a closely related field AND four years of current progressively responsible experience using GIS desktop and server software, hardware and databases INCLUDING two years of GIS system administration, programming, database design and construction.
OR Bachelor’s degree in any field AND six (6) years progressively responsible experience as stated above AND one or more Certifications related to Whatcom County’s current or planned/future GIS environment.
Close to graduating? Whatcom County may consider provisional appointments for those not fully meeting minimum requirements but on a path towards becoming qualified.
Required:
- Advanced proficiency with ArcGIS Desktop software.
- Proficiency with ArcGIS Server software.
- Proficiency with ArcGIS Online.
- Experience with ArcGIS scripting languages.
- Proficiency with Microsoft SQL Server and Microsoft Access.
- Proficiency with Geodatabase.
- Experience designing, constructing and maintaining local government framework GIS data layers.
- Experience administering GIS data sharing.
- Experience with Web content management systems and Web graphics.
Desired:
- Knowledge of ESRI Local Government Information Model.
- Proficiency documenting and diagramming complex technical systems.
- Experience with Export Transport and load (ETL) processes.
- Experience using GIS mobile Applications and devices.
- Experience using Crystal Reports and other industry standard report writing tools.
- Experience operating county standard software.
Additional Requirements:
- Must have a driving record that meets County standards and possess a valid driver's license at time of hire and throughout employment.
- Background check must meet County criteria for security sensitive positions at time of hire and throughout employment.
- Must pass job-related tests.
- Must be eligible to cross between the United States and Canada.
