Researches and analyzes matters on behalf of the Executive's Office. Conducts non-partisan analysis of policy and fiscal issues and impacts. Conducts, organizes, and prepares impartial and non-partisan analysis of legislation and policy issues that may be complex or controversial. Communicates results of analysis in a non-biased manner, written and orally, that is easy for decision makers and the public to understand.
Designs, creates and produces brochures, publications, multimedia materials and presentations to promote community engagement and support community outreach and other associated programs.
Works with Executive Office leadership and staff to ensure message consistency in materials produced for community meetings, media events, as assigned. Creates and maintains web content, including assisting with the County’ s social media presence. Monitors social media and website usage and analytics.
Prepares press releases and other information for distribution to the public. Responds to questions from the media and public inquiries, as assigned and approved.
Responds to constituent communications, in coordination with County departments, as directed. Assesses and assures compliance, interprets and applies regulations equitably, explains services, identifies customer needs and maintains effective relationships
Prepares Requests for Proposals, Contracts, budget requests, and other funding related documents. Engages in all aspects of contracting process, including contract development, negotiation and monitoring. Works with grantors, contractors, County Finance, Prosecuting Attorney’s Office, and others to coordinate details and reach agreements.
Assists with strategic communications and legislative affairs program.
Drafts resolutions, memos, and ordinances as assigned.
Schedules meetings, prepares agendas, background and facilitation documents on behalf of senior leadership team.
Convenes and participates in cross-departmental work teams on behalf of the Executive’s Office. Facilitates and participates in ad hoc and standing committees, as assigned.
Identifies, evaluates, and reports on impacts and effectiveness of proposed and existing regulations and policies. Reviews proposed regulations for consistency with County policies, laws, regulations and other guiding documents, as well as budgetary guidelines.
Independently prepares complex documents, reports, and visual presentations; issues summaries, press releases, and legal notices as directed. Organizes information clearly and assures all appropriate or required information and data sources have been utilized. Records information and data accurately and maintains accurate, organized and up-to-date files.
Collaborates with internal and external stakeholders to plan, develop, implement, and evaluate program, policy, system change and funding strategies, ensuring meaningful participation and agreement.
Works collaboratively for resource development by locating appropriate funding sources and assisting with writing grants. Locates, completes and utilizes grants and alternative funding mechanisms in meeting program objectives.
- Represents the County at community groups, government agencies, educational institutions, task forces and advisory committees on program decisions, as directed.
Requires a Bachelor’s degree in public administration, political science, business administration, communications, public relations, economics, urban planning, history, or a related field AND a minimum of four years of progressively responsible related professional experience, preferably related to public policy.
Knowledge of Whatcom County government mandates and functions and familiarity with regional and local policy issues and challenges preferred.
At its sole discretion, Whatcom County may consider combinations of education, experience, certifications, and training in lieu of specifically required qualifications contained herein.
SALARY:
Unrepresented Range 7: $6,239 - $9,059 per month. Hiring rate depends on qualifications.
This position receives annual pay increases to the next step in the associated salary range (apx. 3.8%) subject to satisfactory performance, in addition to any approved Cost of Living Adjustments (COLA).
