REGULATORY SPECIALIST
Position Summary:
White Fleet Operating is looking for a Regulatory Specialist who will be responsible for regulatory/technical problem-solving and completion of detailed technical documents for offshore oil and gas production operations.
Essential Duties and Responsibilities:
The Regulatory Specialist is responsible for the preparation and submittal of regulatory documents required for offshore shelf (shallow-water) oil/gas production, development operations and decommissioning operations with the ability to follow the submittal up through the ultimate approval of these permits.
Documents that the Regulatory Specialist should have extensive knowledge in, and will complete include the following Applications and Reports:
- BSEE, BOEM, USCG applications for well work, pipelines, platforms inclusive of Surface Safety Systems applications, and Emergency Evacuation Plans applications, and through decommissioning.
- Well Reports, including Rig Move Reports; End of Operations Report; Well Potential Test Reports; Bottom Hole Pressure Surveys; Semi-Annual Well Tests; Well Activity Reports which will include reviewing daily reports.
- Structure applications include new platform installations, temporary caisson installations, modifications (minor/major), USCG Navigational Aids, Decommissioning, and Site Clearance along with maintaining Surface Safety System applications and departures.
- Pipeline applications including, installation, modifications, repairs, and monitoring status.
- Maintaining the status of wells, and pipelines, for specific areas and work closely with engineers on deadlines.
Additional duties:
- “On-call” duties, consisting of taking after business hours when appropriate.
- Update, maintain, and assist in organizing regulatory network files and other documentation requirements.
- Research and refine understanding of regulatory processes, and conduct regulatory research.
- Other duties may be assigned.
Qualifications/Education/Work Experience:
- College degree preferred and/or equivalent experience in Regulatory
- Minimum of five (5) years’ experience in Regulatory dealing with the Gulf of Mexico, OCS Federal Waters (preferably Shelf waters over Deepwater) with a strong background in decommissioning activities of wells, pipelines, and platforms.
- Excellent knowledge of various permitting processes involved with oil/gas exploration
- Strong knowledge of applicable industry codes and regulations
- Willingness and ability to research and understand regulations.
- Strong understanding of the responsibilities of the following regulatory agencies: BSEE, BOEM, United States Coast Guard,
- Environmental Protection Agency, and U.S. Corps of Engineers.
- Knowledge and experience in using BSEE’s TIMs Web and eWell applications.
- Ability to interpret plats and wellbore diagrams.
- Ability to handle multiple projects simultaneously and to effectively interact with all levels of company personnel.
- Strong organizational, interpersonal, and communication skills.
- Ability to be on-call after business hours as needed.
- Proficient knowledge of computer software (e.g., MS Office, Outlook, Word, Excel, PowerPoint, Lexco OWL, etc.)
Ideal Qualifications:
- Highly proficient in filing Well Decommissioning permits:
- Application for Permit to Modify (APM)
- End of Operations Report (EOR)
- Weekly Activity Reports
- Highly knowledgeable in Departures & Alternate Compliance requests related to decommissioning activities.
- On-call duties for obtaining verbal approvals
Highly knowledgeable in Facility Applications:
- Temporary Equipment
- Modifications
- As-builts
- Departure/Variance Requests
Compensation & Benefits:
