Whitman Consulting Organization, Inc. (WHITCO) provides Construction Management and Inspection services for the oil, gas, and utility sectors. With 29 years of experience, we are expanding and seeking experienced Gas Plant/Facility Site Construction Managers to join our growing team.
Position Overview:
The Site Construction Manager (SCM) oversees gas plant and facility projects from planning to completion, ensuring quality, safety, and compliance with industry standards. The SCM is responsible for project coordination, contractor oversight, cost management, scheduling, and field execution while maintaining strong communication with project stakeholders.
Key Responsibilities:
- Project Oversight: Manage all aspects of gas plant and facility construction projects, ensuring work is completed per company specifications, applicable codes, and safety regulations.
- Planning & Coordination: Provide input on constructability, review designs, and assist with estimating, project bidding, and scope allocation.
- Contractor & Subcontractor Management: Oversee daily field operations, ensuring contractor compliance with project requirements, including QA/QC, safety, environmental, and permit regulations.
- Safety & Compliance: Enforce OSHA regulations, monitor safety performance, and ensure adherence to API 1104, ASME B31.8, and DOT CFR 49.192.
- Cost & Change Management: Track project costs, unit pricing, and manage change orders to control budgets and optimize cost efficiency.
- Schedule Management: Develop and maintain schedules, track progress, and adjust plans to meet deadlines.
- Field Documentation & Reporting: Maintain accurate as-built records, project status reports, and compliance documentation.
- Stakeholder Communication: Act as a liaison between engineering, procurement, ROW/permitting, contractors, and inspection teams, providing project updates and resolving issues promptly.
Qualifications & Experience:
- 15 years in energy, utility, or construction, with 5-10 years in project/construction management.
- Bachelor’s degree in Construction Management, Engineering, or equivalent experience in a related field required.
- Strong understanding of natural gas facility construction, permit processes, and contractor management.
- Ability to read, interpret, and enforce contracts, design plans, and industry codes.
- Proficiency in Microsoft Office Suite, SharePoint, Adobe/Bluebeam, and project management tools.
- Strong organizational, time management, and problem-solving skills.
- Excellent communication and leadership abilities to manage multiple projects, contractors, and stakeholders.
Requirements:
- Valid driver’s license, personal vehicle with insurance, and ability to travel across Minnesota as needed.
- Ability to work 40-60 hours/week, 5-7 days/week, with potential for extended hours.
- Pre-employment and quarterly drug testing, background check, and fit-for-duty physical.
- Comfortable working in field conditions, including active construction sites, variable weather, and potential hazards.
