Summary

The responsibilities of this classification include performing field inspections to appraise new and existing residential structures and land for the purpose of establishing a value upon which property taxes will be assessed. Accumulate, assimilate and analyze data to determine fair market value. Communicate with public to explain procedures and answer questions.


Distinguishing Characteristics

This is the first level of a four-level classification series. Appraiser I differ from other levels in this classification series in that the emphasis of work involves performing entry-level appraisal work under close supervision. Individuals of this classification are expected to perform a variety of techniques and procedures necessary to accurately and independently appraise residential structures and land. Normally work is performed in accordance with established procedures and policies but requires latitude and judgment in application to both recurring and varied work situations. Individuals assigned to this classification shall not be permitted to perform private appraisals nor be involved in any other than personal real estate transactions in accordance with established policy of the Assessor's Office. Individuals in this classification are supervised by and report directly to the Appraiser IV and/or Assessor.


Typical Duties

Locate and inspect residential structures and land or open space and forest land properties in assigned area of County to determine fair market value as a basis for tax assessment; determine boundaries by use and interpretation of maps, legal descriptions and aerial photographs as required; as appropriate, take measurements, determine improvements, deprecations, usage changes and economic factors affecting value of property; take photographs as required and record results of inspection.

Locate and inspect all new residential construction; measure, sketch, photograph and describe improvements; analyze quality, physical characteristics, economic components and factors external to the property; estimate fair market value.

Perform field inspections of open space and forest land properties to verify conformity with current classification requirements as described by Washington State law; determine land quality and accessibility; provide written notification to the current use specialist to notify property owners of inspection results and the actions that will follow regarding those results.

Accumulate and analyze data such as comparable sales, construction costs, maps and zoning to compile written appraisals with supportive documentation; enter into data processing system.

Respond to citizen inquiries, orally and/or in writing, regarding assessments and reassessments; provide information regarding appraisal techniques and methods and explain how values are established and computed.

Update records, maps, tax assessment accounts and data files using information gathered during course of duties to assure the accuracy of future assignments.

Maintain accurate documentation, including but not limited to, computer and manual parcel records, files, and maps regarding each appraisal.

Respond to petitions filed by taxpayers with the Board of Equalization and State Board of Tax Appeals; reanalyze property and prepare a defense; appear at scheduled hearings to explain and defend valuations.

Maintain current knowledge and understanding of property assessment and residential real property appraising, including new technology as it applies to the appraisal process.

Education and Experience Required

Requires knowledge of the field of assignment sufficient to perform thoroughly and accurately the full scope of responsibility as illustrated by examples in the above job description

Education/Training

High school graduate or G.E.D.

Complete and pass IAAO course 101 or equivalent

Experience

Minimum of one year working with real property appraisal.


Licensing/Certification Requirements

State licensing or certification by the Department of Licensing or Real Property Assessment Accreditation by the Department of Revenue

Washington State Driver’s License

Requires sitting, standing, walking, walking on rough terrain, maintaining balance, climbing stairs, ladders and inclines, kneeling, bending, stooping, crouching, reaching, pushing, pulling and twisting; of touch, finger dexterity, ability to grip with fingers and hands; ability to lift and carry up to 20 pounds; ability to operate a passenger vehicle; ability to work alone and in remote locations, subject to outside temperatures, direct sunlight and dampness; ability to hear normal voice conversations; requires close, far and side vision and depth perception.
