Whitman, Requardt, & Associates (WRA) is currently seeking an experienced full-time Instrumentation and Control (I&C) Engineer in our York, PA office. As an I&C Engineer, you will be responsible for the design, programming, and inspection of Supervisory Control and Data Acquisition (SCADA) systems that monitor and control industrial automation processes for the water and wastewater industry. Your role will involve working closely with WRA's multidisciplinary engineering team to provide engineering expertise including system planning, controls/instrumentation design, network communications, cybersecurity assessments, and programming of Programmable Logic Controls (PLC) and Human Machine Interface (HMI) systems.
Responsibilities:
- System Design: Collaborate with multidisciplinary engineering teams to design process control and SCADA systems. This involves creating design drawings such as process & instrumentation diagrams (P&IDs), electrical diagrams, schematic diagrams, loop diagrams and network architecture diagrams. The design process will also include the selection of appropriate hardware and software components, Input/Output points lists, and process control narratives.
- Programming and Configuration: Utilize your expertise in programming of industrial controls for the water and wastewater industry. You'll configure and program HMIs, OITs, PLCs, RTUs, and other similar devices for the integration and operational functionality of various processes.
- Testing and Troubleshooting: Witness and/or conduct testing and validation of SCADA systems and their components. Perform field inspections, develop testing procedures, and witness commissioning of control systems.
- Security and Compliance: Have a general understanding of industrial related security measures to safeguard SCADA systems. Have an understanding or willingness to learn how to perform asset inventories and security assessment using industry-specific regulations and standards pertaining to SCADA systems.
- Travel: Travel around the mid-Atlantic region will be required (10%). Travel destinations will be construction sites, factories/shops and client meetings. Travel will be primarily days trips with minimal overnights required.
Requirements:
- Bachelor’s degree in Mechanical, Electrical, Computer, or related Engineering degree and/or equivalent technology degree.
- 5 - 10 years of relevant experience.
- PE license or willingness to obtain.
- Hands-on experience working with SCADA, PLC, HMI systems in industrial settings.
- Proficient using SCADA software such as VTSCADA, Rockwell FactoryTalk, or comparable platforms.
- Proficient using PLC programming applications such as Allen Bradley, Modicon, or comparable platforms.
- Knowledge of industrial communication protocols like MODBUS, DNP3, EtherNet IP, OPC, etc.
- Understanding of cybersecurity principles as they relate to SCADA systems.
- Strong verbal and written communications skills.
- Ability to work in a collaborative multidisciplinary team environment.
- Proficient in Microsoft Office applications, Word, Excel, and Teams
- Experience with CAD software such as AutoCAD and Revit.
- U.S. citizenship required.

The expected compensation range for this position is $60,000.00 - $120,000.00. This range represents a good faith estimate for this position. The specific compensation offered to a candidate may vary based on factors including, but not limited to, the candidate’s relevant knowledge, training, skills, work location, and/or experience.
