Job Title: Director of Human Resources
Reports to: Superintendent

Primary Purpose:
Direct and manage district human resource activities to ensure legally sound and effective human resource management practices. Responsible for the development and implementation of human resource programs to include wage and salary administration, leave administration, employee training, recruitment, staffing, employee service recognition, and employee communications. Interpret and recommend personnel policies and regulations for the district.
Qualifications:
Education/Certification:
Bachelor’s degree in Education, Business, or other related field
Preferred: Master’s Degree in Human Resources, Personnel Administration, Business, Management, or equivalent
Special Knowledge/Skills:
Knowledge of the selection, training, and supervision of personnel
Knowledge of wage, salary, and benefits
Knowledge of employee communication programs
Knowledge of school employment law and hearing procedures
Ability to interpret policy, procedures, and data
Ability to manage budget and personnel
Strong communication, public relations, and interpersonal skills
Experience:
Two to three years successful human resource management experience or an equivalent personnel supervisory experience
Major Responsibilities and Duties:
Employment
- Work cooperatively with principals and staff to select personnel for instructional assignments
- Figure salary and offer positions to applicants requested by administrators.
- Coordinate the district application and recruitment program and ensure that the district is represented in a positive and professional manner.
- Administer and oversee orientation programs for new employees.
- Administer employment contracts and facilitate the contract renewal and non-renewal process.
- Plan, evaluate, and administer equal employment opportunity provisions and work cooperatively with others to ensure compliance with federal and state laws and regulations.
- Assist supervisory personnel in conducting due-process procedures.
- Oversee the necessary processing for issuance and renewal of state certificates and permits.
Compensation
- Assist in the development of, and implement procedures for, administering salary, leaves, and other forms of compensation that effectively implement policies adopted by the Board of Trustees.
- Develop and implement procedures for the preparation and revision of job descriptions and for the classification of positions in the district compensation plan.
- Administer the teacher salary schedule and ensure compliance with the state minimum salary schedule requirements.
- Administer the exempt and nonexempt compensation programs and ensure compliance with federal wage and overtime laws.
- Provide cost analysis of salary and wage adjustments for the budgeting process.
Employee Relations
- Use management practices that promote collegiality, teamwork, and collaborative decision making among staff.
- Develop and implement procedures to ensure that employees are informed of personnel policies, procedures, and programs that affect them.
- Implement and oversee effective district-wide employee service recognition programs.
- Implement policies associated with and oversee processing of employee complaints and grievances.
- Ensure that the employee handbook is created, updated annually, and distributed.
Budget
- Work with others to compile and report projections of staff and facility needs.
- Implement the policies established by federal and state laws, State Board of Education rules, and local board policy in the area assigned.
Records
- Supervise personnel records management and oversee required state records management program (may serve as designated records management officer).
- Compile, maintain, file, and secure all physical and computerized reports, records, and other required documents.
Human Resources Department
- Recruit, train, evaluate and supervise department staff and make sound recommendations relative to personnel placement, assignment, retention, discipline, and termination.
Other
- Ensure that department operations contribute to the attainment of district goals and objectives.
- Recommend policies that improve human resource related programs.
- Attend board meetings regularly and make presentations to the board.
- Participate in professional development activities to maintain current knowledge of human resource rules, regulations, and practices.
- Regular attendance.
- All other duties as assigned.
Supervisory Responsibilities:
Supervise and evaluate the performance of assistant director of human resources, leave specialist, employee benefits specialist, HR specialists and receptionist.

Maintain emotional control under stress. Frequent district-wide and statewide travel; occasional prolonged and irregular hours.
