Primary Purpose:
Provide administrative leadership for the operational management of all campuses and instructional support programs and services; advise the Superintendent on all aspects of the assigned areas and responsibilities.
Qualifications:
Education/Certification:
Master’s degree in educational administration
Mid Management Administrator Certification
Certified appraiser of current district appraisal system
Special Knowledge/Skills:
Thorough knowledge of curriculum and instruction, school law, school finance, and school administration
Ability to manage budget and personnel
Ability to interpret and communicate policy, procedures, and data
Exceptional organizational, communication, public relations, and interpersonal skills
Experience:
Minimum of five years’ experience in instructional leadership roles
Major Responsibilities and Duties:
School or Organization Morale
- Demonstrate skill in anticipating, managing, and resolving conflict.
- Provide for two-way communication with district personnel.
Personnel Management
- Recommend the number and types of positions needed to carry out school functions effectively.
- Promote a positive work environment that fosters high staff morale and excellence in the district.
- Recommend personnel for employment.
- Exercise authority over transfer of educators due to enrollment shifts or program changes.
- Define the duties of school based personnel.
- Evaluate assigned district staff.
- Direct and supervise the staff evaluation program.
- Oversee and administer discipline procedure for campus based administration
- Serve as liaison between the superintendent and staff.
- Support all professional development activities.
Management of Fiscal, Administrative, and Facilities Functions
- Be informed of developments in state, federal, and local laws and changes in public policy affecting education.
- Develop administrative procedures and regulations to manage school operations and implement policies adopted by the board.
- Accurately prepare and submit in a timely manner all reports required by the board, the Texas Education Agency, and other federal and state agencies and any records subpoenaed by a court of law.
- Prepare and submit annual proposed budget to the superintendent.
- Direct and supervise all financial accounting and ensure that funds are spent in accordance with the approved budget and managed effectively.
- Ensure compliance with all applicable state and federal requirements.
- Monitor PEIMS reporting for accuracy and facilitate corrections when needed
- Ensure that adequate provision is made for the safety of students, employees, and other users of school facilities.
Student Management
- Ensure a favorable education environment through the implementation of an equitable and effective system of student discipline management.
- Monitor all student discipline and attendance
- Work with staff, board, and community to plan and implement support services for students.
School or Community Relations
- Develop and implement effective communication between the schools and community. Promote community support and involvement with the schools.
- Represent the district in activities involving other school systems, institutions, agencies, and professional or community groups.
Professional Growth and Development
- Pursue professional development through reading, attending conferences, and involvement with related agencies or organizations.
- Ensure Professional Development Planning and Implementation is completed for all district staff, which includes Principals and Assistant Principals—Wink, N2Learning, TELI, etc.
- District PD planning and implementation of all instructional staff.
Policy and Staff Development
- Assist senior staff in identifying individual and team training needs and support training opportunities for said staff.
- Keep the superintendent continuously informed on issues, needs, and operations of the district.
- Recommend policies for adoption and oversee the implementation of adopted policies.
- Exercise discretion and judgment in matters not covered by board policy.
- Interpret board policies to the staff and community and implement them accordingly.
Other
- Assessment calendar and data tracking—STAAR, MAP, SAT, ACT, TSIA, Circle, MAP
- TIA plan development and implementation.
- DCSI School Improvement federal and state; intervention development and implementation; data tracking and artifacts.
- Develop campus staffing plans based on enrollment and course requests, which includes Spring, Summers, and post Labor Day.
- Development and implementation of CTE courses, implementation, CCMR tracking CTE weighted funding.
- Bluebonnet & Amplify implementation & monitoring
- Support Fine Arts programming
- Conduct employee investigations
- Address employee & parent concerns
- Respond to Grievances at Level I & II
- Address Unsafe School Designations
- Assist with feeder pattern & attendance zones
- Assist with policy development & student handbook
- Assist with cohort tracking and drop-out recovery
- Assist with summer school programming, HB 1416, Reading Academy, College Bridge, At-Risk populations, staff awards (West, TOY, Spotlight).
- Support CKH, Crisis teams, Gaggle, JJAEP/Denver, IGC process, MTSS, Dual Credit enrollment support via MSU & Vernon College.
- Develop and revise job descriptions as needed.
- Regular attendance.
- Other duties as assigned by the Superintendent of Schools.
Supervisory Responsibilities:
Supervise and evaluate the performance of Fine Arts Director, Social & Emotional Services Director, Elementary & Secondary Curriculum Directors, Director of Strategic Planning, Assessment Director, CTE Director. Exercise general supervision over all campuses in the district, which includes campus principals.
