Job Description:
In the Wichita Public Schools Facilities Division, we prioritize strategic resource use, accountability, clear communication, and a collaborative mindset. The Energy Manager plays a critical role in upholding these values by overseeing the district’s Energy Management program and managing preventative/reactive maintenance for Mechanical, Electrical, and Plumbing (MEP). Reporting to the Director, Buildings and Grounds/Energy Management, this position is responsible for developing and implementing energy conservation strategies, ensuring compliance with district policies, coordinating any and all projects that influence energy consumption, and fostering efficiency across all facilities.
This role requires technical expertise, creative problem-solving, and a commitment to excellent customer service for staff, students, and community stakeholders.
Essential Performance Responsibilities:
- Develop and oversee the district’s energy management program, advising the Director, Buildings and Grounds/Energy Management, on energy use, conservation measures, and alternative energy sources.
- Maintain accurate records of energy and water consumption, preparing reports and budget estimates for district facilities and HVAC preventative maintenance programs.
- Conduct regular audits of facilities to ensure compliance with energy policies and optimize resource efficiency.
- Plan, budget, contract, and oversee Preventative Maintenance (PM)/Reactive Maintenance for Buildings and Grounds/Energy Management shops.
- Design and implement energy-saving procedures, including shutdown checklists for weekdays, weekends, holidays, and summer periods.
- Manage the installation, training, and maintenance of Building Automation System (BAS) and Power Monitoring Expert (PME) to maximize operating efficiency.
- Collaborate with custodial, maintenance teams, and external contractors to promote efficient energy practices and successful HVAC maintenance district-wide.
- Monitor utility rate schedules and billing accuracy, ensuring cost-effectiveness for the district.
- Participate in various dockets at the Kansas Corporation Commission (KCC).
- Establish a program to promote energy conservation awareness among staff and students through positive engagement.
- Stay informed on state and national energy policy trends, maintaining relationships with relevant agencies and HVAC vendors.
- Respond to energy-related and HVAC emergencies, providing input on contractual activities impacting energy consumption and system performance.
- Monitor Energy Exception Requests (EER) and approve requests as necessary to support the schools goals for providing a rich educational environment.
- Perform other duties as assigned by the Director, Buildings and Grounds/Energy Management, to enhance energy efficiency and facility operations.
Additional Duties:
- Assist with special projects or tasks as directed by the Supervisor.
Equipment:
- Proficiency with computers, iPads, and basic office equipment (copiers, scanners, fax machines) required. Must adhere to USD 259 equipment use guidelines.
Travel:
- Frequent travel between district buildings required; occasional out-of-district travel may be necessary. A valid Kansas driver’s license is required throughout employment.
- May be required to provide transportation from site to site and accept reimbursement for mileage.
Physical and Mental Demands:
- Ability to conduct field audits and oversee MEP reactive and maintenance contracts in diverse conditions (e.g., confined spaces, elevated surfaces, extreme temperatures).
- Frequent walking, climbing ladders, and working in high-voltage or mechanically intensive environments.
- Capacity to sit for extended periods during meetings, budgeting, or computer work.
- Availability for after-hours response to energy-related or HVAC emergencies.
Knowledge, Skills, and Abilities:
- Ability to analyze technical energy and HVAC data and communicate findings effectively to diverse audiences.
- Strong problem-solving skills and a proactive approach to improving energy efficiency and equipment reliability.
- Basic proficiency in MS Windows and MS Office Professional for budgeting and contract management.
- Professionalism, confidentiality, and a customer-service-oriented mindset.
- Knowledge of district goals and the role of energy and HVAC management in achieving them.

Qualification Profile:
- High school diploma or GED required; college degree or equivalent experience preferred.
- Experience in energy management, facility operations, or HVAC maintenance coordination strongly preferred.
- Certified Energy Manager (CEM) Preferred
- Certified Energy Procurement Professional (CEP) Preferred
- Mechanical, Electrical, or Plumbing license preferred
- Basic knowledge of Building Automation preferred
