JOB TITLE: Superintendent
REPORTS TO: Director / Field Operations

JOB SUMMARY
The Superintendent oversees the on-site activities of a project during the construction phase-from mobilization to close-out. The Superintendent's principal duty is to properly schedule and coordinate the work of the crews, equipment, and subcontractors to achieve maximum production most efficiently, with all work complying with the regulatory and contract requirements for safety, quality, and environment.
DUTIES AND RESPONSIBILITIES
The Superintendent must have the following basic skills and abilities:
- The ability to thoroughly understand and follow contract requirements, including plans and specifications, in the construction of the project.
- Knowledge of Building Codes and their use and application in construction. Able to reference and interpret Code Standards.
- Leadership ability for organizing the work, making decisions, directing trades personnel, and enforcing contract requirements.
- Thorough knowledge of construction techniques and the imagination to derive the most efficient method for completing a task.
- Foresight to predict problems before they develop and implement corrective actions.
- A conscientious attitude towards controlling job costs and adhering to progress schedules.
- Ability to use survey instruments and oversee all aspects of job layout and surveying.
- Ability to communicate the project plan and sequence of activities to all subcontractors and material suppliers to effectively implement our goals.
LEADERSHIP
- Maintain a general knowledge of all types of construction as required to perform assigned duties.
- Lead, motivate, and organize all job site activities and trades personnel. Demonstrate an ability to make good judgments.
- Keep decisions at the lowest level possible, everyone's time is valuable. Know when to seek advice from co-workers and subcontractor foremen, and when to make the final decision.
- Understand that field decisions will directly affect the future of the project and ultimately the company's reputation. There is no excuse for not checking the work or allowing shoddy workmanship.
- Perform duties on a full-time basis, including being available during both standard and non-standard duty hours.
- Stay involved with all facets of the project at all times to plan and forecast future activities, and to avoid mistakes and inefficiencies. Identify and correct mistakes promptly.
MOBILIZATION AND PLANNING
- Ascertain whether in-house and subcontractor tradesmen and foremen are well-qualified and can efficiently carry out their assigned duties.
- Properly lay out a project, making certain that the proper grades are followed, and the structure is accurately located. Establishing and maintaining all dimensional controls for the project to include the use of third-party survey and layout personnel when appropriate.
- Develop the project schedule together with the Scheduler, Project Manager, Quality Control Manager, and key Subcontractors.
- Review the job schedule and cost breakdown (Control Budget for in-house labor and material expenditures), resolving all differences of opinion with the Project Manager at the beginning of the job.
- Set up the job office and equipment trailers and see that permits, labor notices, safety rules and regulations, SWPPP, and compliance materials (e.g., Prevailing Wage, EEO, etc.) are posted in a conspicuous place.
- Establish all temporary and environmental controls, including erosion controls, storm water controls, perimeter security fencing, traffic controls, signage, etc., as required.
- When hiring on-site personnel, ensure that company and EEO policies are complied with (including goals for minorities, women, and veterans).
- See that company and EEO policies in employing minorities are complied with.
- Mobilize and set up temporary facilities and controls.
- Review construction drawings for accuracy.
- Understand the process for managing and documenting changes in the field and updating the redline as-builts accordingly. Coordinate the transfer of redline drawings to the Design-Draftsman.
SAFETY
- Serve as the on-site Site Safety & Health Officer (SSHO) when required. See that the safety regulations are followed by the company and subcontractor crews. Create and maintain a culture that values safety, health, and cleanliness,
- Conduct Weekly Jobsite ("Toolbox") Safety meetings. Complete Sign-in Sheets and reports.
- See that a complete first aid kit is available on site in case of emergencies.
- See that good housekeeping practices are observed and maintained by both in-house and subcontractor crews.
- Ascertain that safety barricades, barriers, and caution tape are in proper place and safety lights properly operating. Ensure that adequate lighting and ventilation are provided.
- Verify that the project is secured each night before leaving the job site.
- Inspect, or have inspected by the company Safety Officer, any operated equipment and cranes that are brought on-site. Ensure operators have the proper credentials.
- Ensure that only authorized personnel are permitted on the job site. Ensure that job site personnel have the required security clearances and have the required PPE and use it properly. Verify that all tradesmen (in-house or subcontractor) have the safety training and certifications required by EM385-1-1.
- Report any accidents per company policies and procedures. Direct first aid efforts and emergency responders as necessary. Assist the company Safety Officer with his investigation. Provide an accident report and proper notifications.
CONSTRUCTION DOCUMENTS
- Have a thorough knowledge of the construction documents, including plans and specifications, for each project assigned.
- Maintain two complete and current sets of construction drawings on the project site. Keep one set for daily use in coordinating the work. Retain the second set for redline as-built use only.
- Maintain one complete and current set of technical specifications on the project site.
- Ensure that all change orders are properly executed and indicated on as-built plans and that updates are provided by all trades weekly (minimum).
- Ensure that all approved material submittals are available and accessible to on-site personnel, whether in printed form or via Procore.
- Manage changes in project scope to ensure that the most current contract documents are being used at all times to prevent avoidable rework.
- Document, document, document. This includes maintaining the Superintendent’s daily reports, safety meeting reports, stop/start reports, equipment rental reports, equipment safety checks, daily safety inspection reports, and visitor logs.
- The Superintendent’s daily report should include any instructions or comments made by inspectors, designers of record, customer representatives, etc. Additionally, unless expressly prohibited by the owner, completely document the progress of the work through daily photographs (with descriptions) in Procore.
PERMITTING
- Ensure that all permits are posted. Where applicable, ensure that the subcontractors have procured their permits and that these are also posted.
- Ensure that all stormwater and environmental permits are secured and posted (where applicable), such as SWPPP and NOI permits.
- Procure "Burn" or "Hot Work" permits.
- Secure "Dig Permits". Arrange for OKIE and other utility marking services to locate underground utilities.
SCHEDULING
- Manage the day-to-day field activities to ensure that the project milestone dates, and overall schedule completion dates are met.
- Manage and plan trades activities no less than 30 calendar days in advance to proactively identify issues that could lead to problems and assist the project team in facilitating solutions.
- Update and complete a 30-day Look-Ahead Schedule each week. Distribute copies to the Project Manager, Subcontractor Foremen, and the Director / Field Operations, Trades Foreman.
- Ensure that the 30-Day Look Ahead identifies work activities and dates for key events such as preparatory meetings, inspections, and test events.
- Together with the Project Manager, Quality Control Manager, Scheduler, and key subcontractors, develop the master P6 progress schedule. Assist the project team with updating the master schedule at least once each month.
- Work with Quality Control weekly to update job completion percentages and monthly to help determine completion percentages for billing.
- Participate in owner Monthly Progress Meetings (MPMs) where applicable.
MANAGING COSTS AND BUDGETS AND COMPANY ASSETS
- Manage self-performed activities (labor, material, and equipment) to ensure that work is being performed within the established project budget. When making on-site purchases, treat the company's money as if it were your own. Buy right.
- Review job costs with the Project Manager at least once each month, including labor, material, and equipment costs directly managed by the Superintendent.
- Maintain inventory control over tools and equipment, verifying that movable tools are returned to the tool room and that all other equipment is adequately secured.
- Manage and coordinate the work to ensure that it is constructed in an orderly and deliberate manner that is consistent with the standard of care outlined in the contract documents that is viewed by the industry as an effort that is consistent with best-practices standards.
- Keep company-owned vehicles clean and well-maintained. Coordinate service and repairs with the Equipment Manager.
- Maintain assigned company tools and equipment. Ensure that they are properly maintained, in good working order, and secured at the end of each workday. Advise the Equipment Manager of any maintenance and repair needs.
- Provide on-site material control to ensure that only the approved materials and equipment are incorporated into the work.
CONTRACTOR COMPLIANCE
- Ensure all aspects of the project are compliant with all contract terms and regulatory requirements that govern the project and the community in which the project(s) takes place.
- Administering client-specific programs, such as Quality Assurance/Quality Control, Safety, Environmental Stewardship, Waste Management, Salvage, Sustainability, etc.
- Administering contracts, subcontracts, purchase orders, and other agreements to ensure that the scope, terms, and conditions are consistently and proactively being met.
QUALITY CONTROL
- Maintain a high standard of quality control at all times. Verify that all work is installed in a workmanlike manner (i.e., plumb, level, straight, etc.) and follow the contract documents (plans and specifications) and material submittals.
- Coordinate and conduct preparatory meetings with the QCM. Assist the QCM by scheduling these meetings with the Subcontractors, third-party consultants, and Inspectors as required.
- Obtain all inspections and ensure that the quality aspects of the physical work are fully documented.
- Coordinate and conduct phase, pre-final, and final inspections with the QCM.
- Assist inspectors with their project reviews.
- Plan, coordinate, and schedule independent testing labs and third-party inspectors. Record their activities and the field results in the Superintendent's Daily Report.
- Implement and comply with the approved testing plan.
JOBSITE COORDINATION AND COMMUNICATION
- Maintain a good working relationship with the Project Team (Project Manager, Quality Control Manager, SSHO, Scheduler and Design-Draftsman), seeking their input and assistance with scheduling, cost control, inspections, and problem-solving.
- Coordinate with general foreman for in house trades needs.
- Assist the in-house and subcontractor foremen with any problems.
- Instruct and train company trades personnel. Ensure that they are performing the work safely and following the quality expected.
- Forward all receipts, mail, reports, and shipping "drays" to the office each day.
- Review attendance each morning and afternoon.
- Maintain good relationships with inspectors, architects, subcontractors, and other key personnel connected with the project.
- Attend on request all technical meetings to discuss job progress and problem areas.
- Maintain close communication with the Project Manager on any unforeseen problems that may develop.
- Assist the Project Manager and QCM in estimating the percent completion of each schedule activity for monthly invoicing and of labor for each job cost report.
- Meet with client representatives on-site regularly to discuss the status of projects, to proactively identify and resolve problems, and to ensure that the client is kept informed about the status of the work.
MEETINGS
- Attend scheduled pre-construction and key construction meetings, taking notes on issues that impact on-site activities. Identify future problems and review them with the Project Manager for resolution/corrective action.
- Conduct and/or participate in weekly stakeholder progress meetings and weekly job site progress meetings. Assist the Project Manager with the development of the meeting agendas and attachments (such as the updated 30-Day Look Ahead Schedule).
- Participate in the owner's Monthly Progress Meeting (MPM) with the project team.
- When serving as the SSHO, organize and lead all weekly “toolbox” safety meetings.
FIELD DOCUMENTATION AND CONTROL
- Maintain daily paperwork such as timecards, Superintendent’s and Subcontractor Daily Reports, schedule updates, and E-mail correspondence.
- Complete the Superintendent's daily report each day, posting the completed report on Procore. The daily report must include progress photos of any work activity (unless photos are expressly prohibited by the owner).
- Maintain job site material control. Track the inventory of supplies and materials to guard against loss and to ensure that vital materials are ordered and delivered to meet schedule.
- Complete Subcontractor Stop/Start Work Reports on each date of occurrence. Send a copy to the Field Office for Accounting use.
- Complete equipment use reports each day. Complete the Rental Equipment report for the day received and the day returned. Send a copy to the Field Office for Accounting use.
- Complete timecards for company field personnel each day. Ensure that they are returned to the Field Office for Accounting use no later than 8:00 am the next business day.
- Maintain a photographic record of the project site and construction activities. Ensure that they are posted to Procore for recordkeeping and use by the entire project team.
- Maintain all "hard copy" and electronic job files. Return "hard copy files” to the Field Office Manager during project close-out.
CORPORATE ORGANIZATIONAL
- Provide timely, professional, and cordial interactions with supporting work groups, such as accounting, HR, etc.
- Direct and manage the workloads of supporting on-site personnel to include training, mentoring, and follow-up.
- Participate in and encourage on-site personnel to seek out life-long learning opportunities and professional development.
PROFESSIONAL RESPONSIBILITIES
- Maintain and acquire professional certifications as required by the company President and Director of Safety/QC.
- Maintain special certifications as required by the company President and Director of Safety/QC.
- Maintain minimum position certifications as required by the company President and Director of Safety/QC, including First Aid/CPR, OSHA 30 Hour, and Corps of Engineers Contractor Quality Control certifications.
CLOSE-OUT
- Managing the punch list and project closeout process to ensure timely completion.
- Compile red-lined as-builts. Where required, assist the Design-Draftsman with the completion of the redline drawings for submission.
EDUCATION AND EXPERIENCE
- Preferred by but not required: Bachelor’s degree in construction management, Construction Science, Architecture or Engineering OR 5 years of previous experience as a construction superintendent in lieu of degree.

WORK ENVIRONMENT
The work environment characteristics described here are representative of those a Superintendent will encounter while performing the essential functions of this job. Work is performed both outdoors under diverse weather and temperature conditions and includes work inside a field office environment. Work involves sitting, frequent walking, climbing stairs, ladders, and scaffolding, occasional lifting from the floor, and bending. Frequent near vision use for reading and computer use. Frequent stressful conditions. The noise level in the work environment is usually moderate. The physical demands described here represent those that must be met by an employee to successfully perform the essential functions of this job. Must be physically able to operate a wide range of operating equipment should the need arise.
